Economy - Periodic Labour Force Survey Bulletin for August 2026

The National Statistical Office released the monthly Periodic Labour Force Survey (PLFS) bulletin for August 2026. For persons aged 15 years and above, the all-India Labour Force Participation Rate (LFPR) was 55.6%, the Worker Population Ratio (WPR) was 52.8%, and the unemployment rate was 5.0%. Rural unemployment was 4.1%, while urban unemployment was 6.8%.

The three indicators answer different questions. LFPR is the share of the population that is working or seeking and available for work. WPR is the share that is employed. The unemployment rate is the share of the labour force that is unemployed. Since January 2025, PLFS has issued monthly and quarterly estimates under a revised design using Current Weekly Status for this age group. Do not confuse labour-force participation with employment.

Banking and Digital Payments - UPI and Merchant Discount Rate

The Ministry of Finance clarified the treatment of Merchant Discount Rate (MDR) in the UPI framework. Person-to-person (P2P) payments remain free irrespective of value. Person-to-merchant (P2M) payments up to Rs. 2,000 also remain free of MDR, and customers are not to be charged a transaction or platform fee for these UPI payments.

The clarification is important because MDR is not a tax collected by the Government or NPCI. It is a charge within the merchant-payment ecosystem. Specified P2M transactions above Rs. 2,000 may attract MDR of 0.4%, while the framework also provides special treatment for essential sectors and capital-market transactions. For Banking examinations, distinguish P2P from P2M and distinguish a customer charge from MDR payable within the payment ecosystem.

Consumer Protection - CCPA Action on Dark Patterns

The Central Consumer Protection Authority (CCPA) imposed a Rs. 10 lakh penalty on Roppen Transportation Services, which operates Rapido, for misleading tipping prompts. The authority identified the prompts as examples of Confirm Shaming and Interface Interference, two forms of dark patterns covered by the Guidelines for Prevention and Regulation of Dark Patterns, 2023.

Confirm shaming uses guilt, pressure or emotionally loaded wording to steer a user towards a preferred choice. Interface interference manipulates the visual presentation or design of choices to influence a decision. The CCPA functions under the Consumer Protection Act, 2019. Candidates should connect dark-pattern regulation with consumer choice and digital interfaces, rather than treating it as a conventional competition-law issue.

Governance - Government Approved Test Centres in Legal Metrology

The Government recognised 51 Government Approved Test Centres (GATCs) under amendments to the Legal Metrology (Government Approved Test Centre) Rules, 2013. Their scope was broadened to cover 23 categories of weighing and measuring instruments, including weighing equipment, fuel dispensers, meters, breath analysers and speedometers.

Legal metrology concerns measurement standards, accuracy and consumer protection in trade and public use. GATCs supplement the work of State Legal Metrology Departments by providing testing and verification capacity. India is also an OIML Certification Authority, linking the update to the international organisation concerned with legal metrology. The key examination point is that the centres support reliable measurement; they do not replace the statutory role of State authorities.

Environment - World Circular Economy Forum 2026

The World Circular Economy Forum (WCEF) 2026 was inaugurated at Gandhinagar, Gujarat, under the theme "Circular Economy: Transition for People and Prosperity". The forum was organised jointly by the Central Pollution Control Board, the Finnish Innovation Fund Sitra, the Ministry of Environment, Forest and Climate Change, and the Government of Gujarat through the Gujarat Pollution Control Board.

A circular economy seeks to keep products and materials in use for longer through repair, reuse, recycling and resource-efficient design. It contrasts with the linear model of take, make and dispose. At WCEF, publications on reuse of treated sewage and India’s circular-economy and Extended Producer Responsibility initiatives were released. For objective questions, remember Sitra as the Finnish Innovation Fund and distinguish circularity from waste disposal alone.

Financial Inclusion - Pension Sakhis

The Department of Rural Development and the Pension Fund Regulatory and Development Authority (PFRDA) signed an MoU to develop community-based Pension Sakhis in rural India. The initiative will use DAY-NRLM networks, including BC Sakhis and community resource persons, for pension awareness, financial literacy, enrolment support and post-enrolment assistance.

Pension Sakhis are a financial-inclusion outreach mechanism, not a separate pension regulator or pension scheme. PFRDA regulates and develops the pension sector, while DAY-NRLM is the rural-livelihood mission that mobilises women’s self-help groups and community institutions. This update is useful for questions linking rural livelihoods, social security and last-mile financial services.

Science and Agriculture - SPROUT Facility at BRIC-NIPGR

An indigenous facility named SPROUT was inaugurated at BRIC-NIPGR in New Delhi. SPROUT expands to SpeedSeed Phenotyping and Resource Optimization for Unified Trait Analysis. It is designed for controlled, season-independent and high-throughput phenotyping, including precision screening of crops under stress conditions.

Phenotyping is the observation and measurement of expressed plant traits, such as growth, tolerance or productivity, under specified conditions. This makes it distinct from genotyping, which studies genetic information. The facility supports work on climate-resilient crops and complements SpeedSeed technology, which can shorten crop-generation cycles. The update also connects agriculture biotechnology with the BioE3 policy’s emphasis on climate-resilient agriculture.

Defence - Exercise Yudh Abhyas 2026

The 22nd edition of the India-United States Joint Military Exercise Yudh Abhyas began at the Auli Foreign Training Node in Uttarakhand, with simultaneous activity at the Mahajan Field Firing Range in Rajasthan. The exercise involves 600 personnel from each side and focuses on strengthening joint capability for Integrated Battle Groups in mountainous and semi-mountainous terrain.

Joint exercises build interoperability: the ability of forces from different countries to operate together effectively. This edition also includes technology-related aspects such as Unmanned Aerial Systems. Candidates should remember the partner countries and avoid confusing Yudh Abhyas with a naval exercise. Auli is in Uttarakhand, whereas Mahajan Field Firing Range is in Rajasthan.

Defence Technology - VIMARSH 2026

At VIMARSH 2026, a DRDO-Industry Synergy Meet in New Delhi, policy initiatives were announced to lower technical and financial entry barriers for MSMEs and deep-tech start-ups. The measures include direct funding, incubation support and access to DRDO testing facilities. A secure, standardised framework for sharing DRDO-developed software source code with licensee industries was also launched.

VIMARSH was centred on the theme Varta se Vikas. The event illustrates the defence-industrial approach of moving from a buyer-seller relationship towards co-development and technology absorption. Nine licensing agreements for transfer of technology were handed over to manufacturing partners. For examinations, connect the event with DRDO, indigenous defence production, technology transfer and the role of MSMEs and start-ups in the supply chain.

Defence Welfare - SPARSH Pension Normalisation

The Defence Accounts Department reported normalisation of all 1,45,182 identified pension-discrepancy cases for Indian Air Force and Navy pensioners through SPARSH. The total included 1,12,638 IAF cases and 32,544 Navy cases. The Department also reported that 98.8% of the identified Army cases had been normalised.

SPARSH stands for System for Pension Administration - Raksha. It is a digital pension-administration system for defence pensioners. The update concerns correction of discrepant pension cases, not a new pension scheme or a change in eligibility. Remember the expansion of SPARSH and its association with defence pension administration.
