Overview
The 13 October 2026 Daily Current Affairs edition covers three dated developments with direct value for APSC, ADRE, Assam Police, Assam TET, SSC, Banking and Railway preparation. The selected items are the September 2026 CPI data release, a substantive implementation milestone for the Research, Development and Innovation Fund, and the commissioning of an indigenous anti-submarine warfare shallow-water craft. Each item is anchored to a material milestone available by 13 October and was checked against the final 1-12 October CareerUdaya editions to avoid repeating an earlier event.

Economy and Official Data - CPI for September 2026
The Ministry of Statistics and Programme Implementation released the Consumer Price Index (CPI) for September 2026 on 12 October 2026, using 2024 as the base year. The all-India year-on-year CPI inflation rate for September was 5.54% on a provisional basis. Rural CPI inflation was 6.08%, while urban CPI inflation was 4.88%.
Food inflation, measured through the Consumer Food Price Index (CFPI), was 7.74% provisionally at the all-India level. The corresponding rural and urban food-inflation rates were 8.06% and 7.18%. The release also reports that the combined CPI index rose from 108.74 in August 2026 to 109.49 in September 2026, while the combined CFPI index rose from 110.73 to 112.17.
For examination purposes, keep three ideas separate: CPI measures changes in the prices of the wider consumer basket; CFPI is the food-price measure; and the September figures are provisional, whereas the August 2026 comparison figures in the release are final. The reference month is September, but the material current-affairs event is the official release of that data on 12 October.

Science and Technology - First Cohort under the RDI Fund
The Research, Development and Innovation Fund (RDIF) announced its first cohort of 19 Second Level Fund Managers (SLFMs) on 12 October 2026. The fund's Empowered Group of Secretaries had approved the cohort at its meeting held on 8 October 2026. The cohort consists of 14 Alternative Investment Funds (AIFs) and 5 Focused Research Organisations (FROs), with a total RDIF commitment of Rs 7,131 crore.
The RDI Scheme has a total fund size of Rs 1 lakh crore and was launched in November 2025. The SLFMs are intended to channel RDIF capital to Eligible Technology Enterprises undertaking research, development and innovation at Technology Readiness Level 4 and above. They are also expected to mobilise private capital equivalent to the RDIF contribution.
This is an implementation milestone, not a claim that all supported technologies have reached commercial production. The release also records approval of five additional technologies for coverage under the fund. The important status distinction is between the fund's operationalisation through approved managers and the later performance, validation or commercial success of individual technologies.

Defence - INS Mangrol Commissioned
The Indian Navy commissioned INS Mangrol (P82) at the Naval Dockyard, Mumbai, on 12 October 2026. It is the third Mahe-class Anti-Submarine Warfare Shallow Water Craft (ASW-SWC). The craft was indigenously designed and constructed by Cochin Shipyard Limited (CSL), Kochi, and has more than 80% indigenous content.
An ASW-SWC is designed for operations in coastal and shallow waters. INS Mangrol's stated roles include anti-submarine warfare, underwater surveillance, low-intensity maritime operations and mine-warfare-related tasks. Its systems include sensors, sonar and weapon systems, and it uses three diesel engine-driven waterjet propulsion units for manoeuvrability in shallow and confined waters.
The correct term is commissioned, not merely launched. Commissioning marks the ship's formal induction into naval service; it should not be confused with a launch ceremony or with the completion of every future operational deployment. The milestone is relevant to defence examinations because it connects indigenous shipbuilding, the Mahe class, littoral anti-submarine capability and the Navy's maritime-security role.

Quick Revision Table
| Area | Current development | Key fact or status |
|---|---|---|
| Economy and Official Data | September 2026 CPI release | Combined CPI inflation was 5.54% provisionally; base year 2024 |
| Science and Technology | First RDI Fund cohort | 19 SLFMs: 14 AIFs and 5 FROs; Rs 7,131 crore commitment |
| Defence | INS Mangrol commissioned | Third Mahe-class ASW-SWC; more than 80% indigenous content |
Exam Focus
For CPI, remember the 2024 base year, the provisional 5.54% combined CPI inflation rate and the 7.74% combined CFPI inflation rate for September 2026. Do not treat provisional figures as final data.
For the RDI Fund, remember the distinction between the Rs 1 lakh crore scheme, the first cohort of 19 SLFMs, the 14 AIF plus 5 FRO composition and the Rs 7,131 crore commitment. The 8 October approval meeting and 12 October public announcement are different dates in the chronology.
For INS Mangrol, remember that it is the third Mahe-class ASW-SWC, was commissioned on 12 October 2026, and was indigenously designed and constructed by CSL. Commissioning is distinct from launching.
