Overview
The 9 October 2026 Daily Current Affairs edition focuses on two substantial regulatory developments with direct examination value for APSC, ADRE, Assam Police, Assam TET, SSC, Banking and Railway preparation. The selection covers the 57th GST Council recommendations and a draft amendment concerning advertising of prescription medicines.
The chronology is stated precisely. The GST Council made recommendations at its meeting on 8 October 2026; those recommendations are not automatically law and require the relevant notifications, circulars or legislative amendments. The prescription-medicine item was published by PIB on 9 October, but the underlying material milestone was the publication of Gazette Notification G.S.R. 861(E) dated 28 September 2026, placing the amendment in draft form for consultation. Economy and Taxation - 57th GST Council Recommendations
The 57th Meeting of the GST Council was held in New Delhi on 8 October 2026 under the chairpersonship of the Union Finance and Corporate Affairs Minister. The Council recommended process reforms covering GST registration, returns, refunds, adjudication, input tax credit, export-of-services rules and trade facilitation.
Several recommendations have direct exam value. The Council recommended withdrawal of GST arrest powers by omitting Section 69 of the Central Goods and Services Tax Act, 2017, and recommended raising the prosecution threshold from Rs 1 crore to Rs 5 crore. It also recommended reducing the maximum general penalty under Section 125 of the CGST Act, 2017 from Rs 25,000 to Rs 10,000.
For small suppliers selling goods through electronic-commerce operators, the Council recommended a simplified registration mechanism through a proposed Rule 14B of the CGST Rules. Subject to the proposed conditions, a seller without a physical presence in a State or Union Territory could declare the warehouse of an electronic-commerce operator in that State or Union Territory as the principal place of business. The recommendation is linked to a limit on input tax credit passed on of up to Rs 2.5 lakh per month.
The Council also approved in principle a concept note for an optional Annual Return Quarterly Payment (ARQP) scheme for taxpayers with aggregate turnover up to Rs 5 crore who deal exclusively in supplies to unregistered persons. Other recommendations concerned automated refunds, wider input-tax-credit eligibility, export of services, e-commerce delivery services and GST Appellate Tribunal alignment.
The legal status matters. The PIB release expressly states that the recommendations will be given effect through the relevant circulars, notifications or law amendments, which alone will have the force of law. Therefore, the 9 October edition records recommendations, not already-enacted changes to the CGST Act or Rules.

Health Regulation - Draft Curbs on Prescription-Drug Advertising
The Union Ministry of Health and Family Welfare proposed an amendment to the Drugs Rules, 1945 to extend advertising restrictions for prescription medicines to drug retailers, wholesalers and distributors. The PIB release was published on 9 October 2026, while the underlying material milestone was the issue of Gazette Notification G.S.R. 861(E) dated 28 September 2026, which placed the draft amendment in the public domain.
Under the existing framework, advertisements for medicines covered by Schedule H, Schedule H1 and Schedule X require prior sanction of the Central Government for the relevant manufacturer-side advertising restrictions. The draft proposes inserting sub-rule (22) under Rule 65 so that holders of licences to sell, stock, exhibit or offer for sale, or distribute these medicines would also be covered by the prior-sanction requirement.
The proposal is intended to reduce unauthorised promotion of prescription-only medicines and the risks of inappropriate self-medication. It is a regulatory proposal, not a final rule already in force. The Ministry invited objections and suggestions within 30 days from the date on which copies of the Gazette containing the draft rules were made available. Submissions are to be considered before the amendment is finalised.
The chronology and legal status should not be blurred. The 93rd meeting of the Drugs Technical Advisory Board on 16 February 2026 provided earlier background, but the current milestone for this edition is the Gazette-published draft amendment dated 28 September 2026, reported by PIB on 9 October. The proposal therefore has examination value through the Drugs Rules, 1945, Schedule H/H1/X classification and the distinction between a draft amendment and an effective rule.

Exam Focus
For GST questions, separate the GST Council's recommendation-making role from the later legal implementation through notifications, circulars and amendments. Also distinguish CGST Act provisions from CGST Rules and remember that the proposed changes described in this release were not presented as already operative law.
For the health-regulation item, remember the three medicine schedules named in the proposal and the difference between the Gazette publication of a draft and finalisation of an amendment. The current proposal concerns advertising by licence holders in the distribution chain; it does not state that every advertisement has already been prohibited under a final amended rule.

Source and Chronology Note
The GST Council meeting and its recommendations are dated 8 October 2026, while the PIB release was published at 7:03 PM on the same date. The prescription-advertising release was published on 9 October 2026, but its material legal milestone is the draft Gazette Notification G.S.R. 861(E) dated 28 September 2026. The health item is therefore described as a draft proposal, not an implemented restriction.
Final corrected CareerUdaya editions from 1 to 8 October were checked. The GST Council recommendations and the prescription-advertising draft had not been covered. Previously covered subjects were not repeated, including the 6 October SME Growth Fund, ITLA, VB-G RAM G, AHAP and BrahMos items; the 7 October defence SOP, NCAHP regulations, SC-beneficiary reporting and environmental-accounts strategy; and the 8 October JOSH Teams and IOAA result.
Other 9 October candidates were rejected because they were routine meetings, official visits, workshops, showcases, backgrounders, administrative notices or developments without a sufficiently strong standalone examination milestone.
