Overview

The 16 October 2026 Daily Current Affairs edition covers three developments with direct examination value: commissioning of INS Samarthak, new PM-SETU investments for ITI clusters, and operational guidelines for the revised Scheme of Assistance to National Sports Federations. The final 1-15 October editions were checked to avoid repeating earlier milestones.

The article preserves the exact status of each development. INS Samarthak was commissioned, not merely launched. The PM-SETU item records approvals, while the sports item records issuance of operational guidelines. After revising these notes, attempt the Daily Current Affairs Quiz - 16 October 2026.

Defence - INS Samarthak Commissioned at Karwar

The Vice-President's Secretariat reported that the Indian Navy commissioned INS Samarthak at Karwar, Karnataka, on 16 October 2026. It is described as the Navy's first indigenous multi-purpose vessel and has more than 75% indigenous content. Larsen & Toubro contributed to the vessel's construction.

INS Samarthak is intended to serve as a versatile platform for trials and evaluation of next-generation weapons, sensors and unmanned systems. Its stated roles also include maritime surveillance and reconnaissance, offshore patrolling, launch and recovery of targets, unmanned-system operations, and humanitarian assistance and disaster relief. The release links the vessel with the wider strategic importance of Karwar and the continuing development of naval infrastructure under Project Seabird.

The current status is commissioning. Commissioning is the formal induction of a vessel into naval service; it is not the same as a launch ceremony or a future trial. The examination value lies in the combination of indigenous shipbuilding, naval test and evaluation capability, maritime surveillance and the role of the Indian Navy in the Indian Ocean Region.

Skill Development - PM-SETU Approves Five ITI Cluster Plans

The National Steering Committee for the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) approved five Strategic Investment Plans on 16 October 2026. The approved plans total Rs 1,194.92 crore and cover ITI clusters in Maharashtra, Odisha and Jammu and Kashmir. With this decision, cumulative investment approved under PM-SETU reached Rs 3,687 crore.

The five clusters are Kataka in Odisha; Pune and Chhatrapati Sambhajinagar in Maharashtra; and Jammu and Srinagar in Jammu and Kashmir. The plans are to be implemented through partnerships among state governments, industry partners and participating ITIs. Their focus includes modernising infrastructure, introducing industry-aligned courses, strengthening trainer capacity and improving industry engagement and employability outcomes.

The release also records review of the scheme's Training of Trainers component, under which 3,744 trainers had been trained through National Skill Training Institutes as of October 2026. The correct status is approval of Strategic Investment Plans and review of implementation progress; the release does not say that all planned upgrades are already complete.

Sports Policy - Revised Assistance Scheme Guidelines

The Ministry of Youth Affairs and Sports issued operational guidelines for the revised Scheme of Assistance to National Sports Federations (NSFs) on 16 October 2026. The guidelines follow the Government's approval for continuation of the scheme from 2026-27 to 2030-31, with a total outlay of Rs 7,386.74 crore.

The scheme is the main support mechanism for athletes preparing for the Olympics, Asian Games, Commonwealth Games, Paralympic Games and World Championships. The revised framework includes higher assistance of up to Rs 50 crore for hosting an international sports event, depending on the event's nature, importance and participation. It also provides for planning Olympic Training Centres dedicated to individual sports, with sports-science equipment and specialist support intended to reduce reliance on overseas training.

The milestone is issuance of operational guidelines, not the completion of Olympic Training Centres or the implementation of every future event proposal. The policy connects public sports finance, athlete preparation, national federations and long-term sporting objectives including the Commonwealth Games 2030 and the 2036 Olympic bid.
