Economy & Agriculture - GI-Tagged Mithila Makhana Exported by Sea to Australia

The Agricultural and Processed Food Products Export Development Authority (APEDA) facilitated the first-ever commercial sea shipment of 18 metric tonnes of GI-tagged Mithila Makhana from Bihar to Australia. The consignment was sourced from farmers in Darbhanga and shipped from the BIADA Industrial Area, Bihta. The official release said the export enabled farmers to realise nearly 18% higher returns than prevailing market rates.

The XI BRICS Culture Ministers' Meeting concluded in Bhopal under India's BRICS Chairship, with the adoption of the Bhopal Declaration. The meeting included representatives of 14 countries, comprising 10 BRICS member countries and four partner countries. Its agenda included cultural and creative industries, the creative economy, support for creators, digital tools, UNESCO multinational nominations, provenance research and the return or restitution of cultural property.

Banking & Digital Economy - No Transaction Charges for UPI Users

The Government clarified that consumers making UPI payments will not face transaction charges and that all person-to-person transactions will continue to be free. It also stated that, if merchant discount rate (MDR) charges are introduced, they would apply only to a limited set of merchant transactions above a threshold and at a nominal rate. The vast majority of merchant transactions would remain free.

The clarification is important because it separates a possible future, threshold-based merchant charge from charges on ordinary users. The release said the proposed amendment to the Payment and Settlement Systems Act, 2007 is an enabling provision for long-term sustainability and that any MDR decision would be taken by the UPI and Services Steering Committee headed by NPCI after the relevant Bill is passed.

Energy & Environment - E20 Petrol Testing Finds No Validated Contamination Claim

Oil Marketing Companies carried out additional nationwide testing across the E20 petrol supply chain after reports about moisture and chloride. The official release said the testing did not validate claims of 500 parts per million chloride or the presence of moisture as a cause for alarm. More than 100 additional randomly selected refinery samples recorded chloride levels at or below 1 part per million.

The release also noted monitoring at refineries, distilleries, depots or terminals and retail outlets, along with water-ingress and density tests conducted 8-12 times daily at every retail outlet. The exam point is the relationship between ethanol-blended petrol, fuel-quality standards and supply-chain testing. A media claim should not be treated as a verified finding when official scientific testing does not support it.

Maritime Governance - E-Samudra Digital Platform Launched

The Ministry of Ports, Shipping and Waterways launched E-Samudra, a comprehensive digital platform integrating services for seafarers, shipping companies, ports and other maritime stakeholders. The platform was inaugurated by Union Minister Sarbananda Sonowal during a stakeholder interaction organised by the Directorate General of Maritime Administration (DGMA).

The associated reforms include the e-NAVIK 24x7 grievance redressal system, an upcoming Seafarer Tracking Dashboard, the Digital Seafarers Employment Agreement or d-SEA, and welfare measures under the Seafarers Welfare Fund Society. E-Samudra is therefore a maritime-governance and service-delivery platform, not a new port or a naval vessel.

Science & Infrastructure - CSIR-CRRI Demonstrates MSS+ Road Technology

The CSIR-Central Road Research Institute (CSIR-CRRI) showcased its indigenous Modified Mix Seal Surfacing Plus (MSS+) Technology to the Government of Rajasthan. A live demonstration was conducted on a Jaipur city road using the MSS+ Smart Mix Pro Automatic Plant, described in the official release as India's first indigenously developed automatic mobile mixing plant for the technology.

MSS+ is associated with low-emission road construction and maintenance. The technology aims to extend pavement life while reducing construction emissions, energy consumption and maintenance costs. Science & Health - Knowledge Paper on AI in MedTech

The Department of Pharmaceuticals released the knowledge paper AI in MedTech: Revolutionizing Healthcare Through Artificial Intelligence at the 9th edition of India Medical Device 2026. The paper examines AI-enabled diagnostics, clinical decision support, operational efficiency and medical-device innovation.

It identifies challenges in moving successful pilots to large-scale clinical adoption, including fragmented health data, limited evidence, predictable lifecycle-based regulation for adaptive AI, and supportive reimbursement and procurement systems. The exam focus is responsible AI in healthcare: innovation must be supported by evidence, regulation, data governance and patient-centred safeguards. The report also places AI in MedTech alongside the Ayushman Bharat Digital Mission, IndiaAI Mission, SAHI, BODH and the National Medical Devices Policy, 2023.

Social Justice & Governance - Development Action Plan for Scheduled Castes

The Government informed the Rajya Sabha that 38 Ministries and Departments are earmarking funds for the welfare and development of Scheduled Castes under the Development Action Plan for Scheduled Castes (DAPSC). DAPSC was earlier known as the Scheduled Caste Sub-Plan (SCSP) and operates in accordance with the NITI Aayog Guidelines, 2017.

The reported utilisation of Revised Estimates under DAPSC was 85.65% in 2025-26. The Department of Social Justice and Empowerment oversees utilisation through review meetings, and all 38 implementing Ministries and Departments have nominated nodal officers for financial and physical monitoring. Candidates should distinguish earmarking from actual expenditure and remember that DAPSC funds are intended for Scheduled Caste welfare and development.

Digital Governance - CPGRAMS and Time-Bound Grievance Redressal

The Centralised Public Grievance Redress and Monitoring System (CPGRAMS) connects Central Ministries, Departments, States and Union Territories through a single digital platform. Citizens can lodge and track grievances through the portal, the mobile app integrated with UMANG, or Common Service Centres.

The Comprehensive Guidelines for Effective Public Grievance Redressal, issued in August 2024, rationalised the disposal timeline from 30 days to 21 days. The official release reported that the average disposal time in Central Ministries and Departments had fallen from 157 days in 2014 to 15 days in 2025, while the average for 2026 was 14 days. CPGRAMS is a governance and accountability platform; matters such as RTI, sub judice cases and religious matters are outside its grievance scope.

Railways & Infrastructure - Chitrakoot Connectivity Strengthened by Train Merger

Indian Railways approved the merger of the Chitrakutdham Karwi-Kanpur Central Express and the Maa Belha Devi Dham Pratapgarh-Kanpur Central Express as the Maa Belha Devi Dham Pratapgarh-Chitrakutdham Karwi Express. The merged service will strengthen direct connectivity between Chitrakoot, Pratapgarh and the Lucknow region.

The combined service will increase its composition from 12 coaches to 24 coaches, doubling passenger capacity and helping address overcrowding on the Kanpur-Pratapgarh section. The update is useful for Railway and infrastructure preparation because it tests the difference between a train-service merger, a new route and an increase in coach capacity.
