Overview
The 7 October 2026 Daily Current Affairs edition focuses on four substantive developments with clear value for APSC, ADRE, Assam Police, Assam TET, SSC, Banking and Railway preparation. The selected items cover defence-industry access, allied-health regulation, financial-inclusion accountability and environmental-economic statistics. Routine reviews, ceremonial activity, scheduled events, backgrounders and ordinary administrative updates were excluded.
The chronology is kept precise. The revised defence SOP, NCAHP's autonomous-board and Central Assessment Committee regulations and the new environmental-economic-accounts strategy were reported as 7 October developments. The NCSC item was reported on 7 October but the underlying Department of Financial Services directions were dated 5 October 2026. After revising these notes, attempt the Daily Current Affairs Quiz - 7 October 2026.
Defence and Indigenisation - Revised SOP for MoD Proof and Test Facilities
The Raksha Mantri approved a revised Standard Operating Procedure (SOP) on 7 October 2026 for the utilisation of Ministry of Defence proof ranges, field firing ranges and laboratory test facilities by Indian defence industry. The current milestone is the approval of the revised procedure, not the completion of any particular industrial test or the deployment of a new weapon system.
The SOP lists facilities available with the Defence Research and Development Organisation (DRDO), Government Quality Assurance agencies and the three Services. It also sets out the allotment procedure, formats, calculation and payment of proof/testing charges wherever applicable. Proof/testing charges are waived for iDEX, Technology Development Fund (TDF), Make and other Ministry of Defence developmental projects.
For developmental projects sponsored by the Government and certain projects taken up on the initiative of indigenous industry, a three-day slot per quarter is reserved at proof ranges. The revised SOP also replaces the earlier arbitration provision with a Conciliation Agreement Clause. These measures are intended to make testing more transparent and accessible, support indigenisation and improve the operating environment for defence innovation and exports.

Health and Education Regulation - NCAHP Notifies New Regulatory Measures
The National Commission for Allied and Healthcare Professions (NCAHP) notified measures under the National Commission for Allied and Healthcare Professions Act, 2021, reported by PIB on 7 October 2026. The principal current milestone is notification of the Autonomous Boards and Central Assessment Committee (Establishment, Constitution, Functions and Powers) Regulations, 2026, along with the broader regulatory measures described in the release.
The Autonomous Boards are intended to support education, institutional assessment, professional ethics and registration under State Allied and Healthcare Councils. The Assessment and Rating Board will assess institutions, review disclosures, empanel assessors and make assessment information available through State Council websites. Where a functional State Council does not exist, the Central Assessment Committee (CAC) can perform the relevant assessment, inspection and rating functions under NCAHP supervision.
The release also discusses two related but separately dated measures. The competency-based Diploma in Medical Radiology and Imaging Technology (D.MRIT) curriculum was notified on 30 September 2026, while the Registration of Allied and Healthcare Professionals Regulations, 2026 were published in the Gazette on 15 September 2026. Those dates are retained as background; they are not presented as fresh 7 October notifications. The registration framework includes State and Central Registers, Unique Identification numbers and QR-coded certificates to support public verification of professionals.

Social Justice and Banking Governance - Mandatory Reporting of SC Beneficiaries
The Department of Financial Services issued directions dated 5 October 2026, reported by PIB on 7 October, after an intervention by the National Commission for Scheduled Castes (NCSC). The directions require State Level Bankers' Committees (SLBCs) and Union Territory Level Bankers' Committees (UTLBCs) to include scheme-wise and bank-wise data on the number and percentage of Scheduled Caste beneficiaries assisted under identified government financial schemes.
The data is to be drawn from information already held by banks and implementing agencies, avoiding a parallel reporting system. SLBCs and UTLBCs were asked to share the information with NCSC and submit action-taken details to the Department of Financial Services by 9 October 2026, including data-availability or compilation problems. They were also asked to furnish an update within 30 days.
The development is important for governance and constitutional oversight. NCSC referred to its mandate under Article 338(5)(c) to evaluate the progress of the socio-economic development of Scheduled Castes. The current milestone is the issuance of mandatory reporting directions, not the completion of the reporting exercise or proof that all schemes have already achieved a particular coverage level.

Environment and Official Statistics - Strategy for Environmental-Economic Accounts 2026-2030
The Ministry of Statistics and Programme Implementation released the Strategy for Environmental-Economic Accounts in India: 2026-2030 on 7 October 2026. It is a forward-looking roadmap for expanding and strengthening environmental-economic accounting in India. The document extends the earlier 2022-2026 strategy and is intended to identify action points, data gaps, priority areas and milestones for implementation.
The strategy covers areas such as forests, minerals, soil resources, land, water, carbon stock, biodiversity, environment-related activities and environment statistics. It is grounded in the System of Environmental-Economic Accounting (SEEA) framework endorsed by the United Nations Statistical Commission. The strategy is a guidance document; it does not itself mean that every proposed account, dataset or milestone has already been completed.
Environmental-economic accounts help connect natural resources and ecosystem conditions with economic measurement. For examination purposes, distinguish these accounts from a high-frequency industrial production index and from an ordinary environmental programme. The new roadmap is relevant because it sets out a coordinated statistical direction for 2026-2030 and can guide States and Union Territories that wish to develop or strengthen their own environmental accounting work.
