Overview
The 30 September 2026 Daily Current Affairs edition covers three completed developments reported on 29 September: the Reserve Bank of India's report on temporary advances to State governments, the first PRAMAAN forest and wood certifications, and the launch of PRAGATI-50 for urban sanitation. Each has a distinct policy or institutional dimension. The RBI report contains recommendations, not a change already brought into force. The forest certificates and urban initiative, by contrast, represent completed first implementation and launch milestones.
No Assam-specific item has been included merely for geographic balance. Routine meetings, publicity, provisional announcements and a services-index theme already covered earlier this month were screened out. After reading the notes, attempt the Daily Current Affairs Quiz - 30 September 2026.
Economy and State Finances - RBI Committee Reviews State WMA
On 29 September 2026, the Reserve Bank of India (RBI) placed the Report of the Advisory Committee on Ways and Means Advances to State Governments on its website. The committee was chaired by I S N Prasad, a former Additional Chief Secretary of Karnataka. Its remit included State-wise WMA limits and other short-term financial accommodation available to States. RBI said it would examine the recommendations. Publication of a committee report is therefore not the same as RBI adopting every proposal.
Ways and Means Advances (WMA) help a government bridge a temporary mismatch between cash inflows and payments. They are not intended as a permanent source of budget-deficit finance. For States, RBI's accommodation framework also includes a Special Drawing Facility (SDF), linked to eligible investments such as the Consolidated Sinking Fund, and an overdraft facility when prescribed limits or periods are exceeded. These instruments differ from raising longer-term funds through State Government Securities.
The committee proposed raising the aggregate State WMA limit from ₹61,008 crore to ₹67,839 crore, an increase of about 11.2%. It also recommended annual review of State-wise limits using the latest accounts data, with safeguards against a reduced limit for an individual State. The proposal should be read as a recommendation pending RBI examination, not as the current operative ceiling. The report also discussed the concentration of State market borrowing in the last quarter of the financial year and advised a more even borrowing calendar. A rush of bond issuance near year-end can affect borrowing costs for States collectively.
For revision, keep the distinction between the Central government's WMA limit and this committee's proposals for State governments. The former appeared in the recent edition on government borrowing; the new development is a separate RBI committee report specifically reviewing State-level cash-management facilities. A committee's suggested overdraft or SDF terms must likewise not be treated as effective rules before RBI decides on them.

Environment - First PRAMAAN Certificates Issued
The Union Environment Minister handed over the first PRAMAAN certificates under the Indian Forest and Wood Certification Scheme (IFWCS) on 29 September 2026. The scheme was launched in December 2023; the new milestone is the award of certificates after field and management audits. It is incorrect to describe the 2023 scheme launch itself as a 2026 development.
The first recipients were the Andhra Pradesh Forest Development Corporation for plantations covering about 33,000 hectares and a bamboo farmer associated with the Odisha Bamboo Development Agency. Together, these illustrate the scheme's application to managed forest plantations and tree-based farming. The scheme's operating agency is the Indian Institute of Forest Management (IIFM), Bhopal.
PRAMAAN provides a framework for certifying forest management, trees outside forests, wood and related forest products. The essential feature is independent assessment, not an unsupported self-declaration of sustainability. Forest-management certification is assessed against the Indian Forest Management Standard associated with the National Working Plan Code 2023. Certification bodies are accredited by the National Accreditation Board for Certification Bodies (NABCB) under the Quality Council of India.
Certification can help buyers trace responsible sourcing and can give producers a recognised way to demonstrate management practices. It does not by itself prove that all Indian forest products are certified, nor does it automatically establish universal acceptance by every overseas regulator. The durable milestone is that a national certification framework has moved from design to its first audited certificates, with potential relevance for forest governance, agroforestry and trade in sustainably sourced products.

Urban Governance - PRAGATI-50 Launched
The Ministry of Housing and Urban Affairs (MoHUA) launched PRAGATI-50 on 29 September 2026 to develop 50 model cities across 24 States for urban cleanliness. The initiative sits within Swachh Bharat Mission-Urban 2.0 (SBM-U 2.0). It is not a new, separate nationwide sanitation mission and should not be confused with a completed ranking of India's cleanest cities.
The selected cities are meant to demonstrate higher standards in visible cleanliness, solid-waste management, used-water management, sanitation and public participation. MoHUA described targeted, key performance indicator (KPI)-based action, outcome reviews and technology-enabled monitoring. This makes the launch more than a one-day cleanliness drive: it creates an implementation and review framework for a defined group of cities. Selection as a model city marks the start of that work, not proof that the desired outcomes have already been achieved.
The ministry said a PRAGATI-like digital review mechanism on the Swachhatam Portal will support monitoring, with officers assigned to cities for supervision and assistance. The approach treats the city as a whole rather than a collection of disconnected projects. Urban local bodies, other stakeholders and citizens are expected to contribute to implementation.
The same event saw guidance on construction-and-demolition waste collection and source segregation of municipal solid waste. These are supporting measures within the broader urban-sanitation agenda. The core fact for revision is the PRAGATI-50 model-city initiative, its 50-city/24-State scope, and its connection to SBM-U 2.0 and measurable urban-service outcomes. Do not confuse a launched programme with a claim that all 50 cities are already garbage-free.

| Urban governance | PRAGATI-50 launched for 50 cities in 24 States | It operates within SBM-U 2.0; selection is not completed sanitation performance |

The three selected developments are anchored to an RBI report and two primary Ministry releases dated 29 September 2026. The RBI aggregate figures are committee proposals; RBI's release explicitly says the recommendations will be examined. PRAMAAN and PRAGATI-50 have completed certificate-award and launch milestones respectively. No item was included simply because an official source issued a release.
