Overview

The 3 October 2026 Daily Current Affairs edition covers four completed developments with durable value for competitive-examination preparation: India's first WASH-focused social bond, the first successful auction of mineral blocks in Jammu and Kashmir, the extension of the RoDTEP export-support scheme and the first phase of a tiger reintroduction programme in Buxa Tiger Reserve. Routine campaigns, scheduled events, individual enforcement cases, speeches and promotional updates were excluded. Revise the notes and attempt the Daily Current Affairs Quiz - 3 October 2026.

Economy and Banking - India's First WASH-Focused Social Bond

NABKISAN Finance Limited, a subsidiary of the National Bank for Agriculture and Rural Development (NABARD), listed India's first Social Bond dedicated exclusively to the Water, Sanitation and Hygiene (WASH) sector on the National Stock Exchange (NSE) on 3 October 2026. The issue raised Rs. 180 crore and was oversubscribed 1.8 times.

The five-year bond carries an 8.10% coupon rate and matures in September 2031. The proceeds are intended to expand access to safe water, sanitation and hygiene solutions in rural and underserved communities. CRISIL and CARE assigned the issue their highest domestic credit ratings of AAA (Stable).

The development brings sustainable finance into a clearly defined social-outcome area. A social bond raises funds for projects with measurable social benefits; in this case, the eligible outcome area is WASH rather than a general corporate financing purpose. NABKISAN's role also connects rural-development finance with capital-market instruments, while the NSE provides the listing platform.

Economy and Geography - First Mineral Block Auctions in Jammu and Kashmir

The Ministry of Mines reported the successful auction of two mineral blocks in the Union Territory of Jammu and Kashmir on 2 October 2026 through the Central Government's mineral-auction process. It was described as the first such auction in the Union Territory and as the beginning of organised mineral development there.

Both blocks are limestone blocks in Anantnag district. The Koot-Kapran block covers 22.43 hectares and has estimated limestone resources of 4.75 million tonnes. The Wantrag block covers 5.36 hectares and has estimated resources of 10.853 million tonnes. The release states that the auction process is intended to enable transparent and competitive development of mineral resources.

The blocks were entrusted to the Ministry of Mines by the Government of Jammu and Kashmir. The development is therefore an institutional and economic milestone involving the Union Territory, the Union ministry responsible for mineral administration and competitive mineral auctions. The resource figures are associated with the two identified limestone blocks, not with the total mineral potential of Jammu and Kashmir.

Economy and Trade - RoDTEP Extended to December 2026

The Department of Commerce extended the Remission of Duties and Taxes on Exported Products (RoDTEP) Scheme up to 31 December 2026 through Notification No. 41/2026-27 dated 30 September 2026. The extension was reported on 2 October 2026.

During the extended period, the existing RoDTEP rates and value caps notified in Appendix 4R and Appendix 4RE continue unchanged. The benefit remains available for exports made by Domestic Tariff Area units, Advance Authorisation holders, Special Economic Zone units and Export Oriented Units, subject to the applicable framework.

RoDTEP refunds embedded, un-rebated Central, State and local duties, taxes and levies borne on exported products, including prior-stage cumulative indirect taxes. It is an export-competitiveness mechanism: the remission is designed to remove tax and duty elements that are not otherwise rebated, rather than to provide a general subsidy unrelated to exported goods.

Environment and Ecology - Tiger Reintroduction Begins in Buxa

The Union Environment Minister and the Chief Minister of West Bengal released the first tigress in Buxa Tiger Reserve on 2 October 2026 under a phased Tiger Reintroduction Programme. The tigress, identified as T138, was translocated from Valmiki Tiger Reserve in Bihar.

Buxa was declared a Tiger Reserve in 1983 and forms part of a wider ecological landscape linked with forests and protected areas of Bhutan and Assam. The recovery programme has been supported by the National Tiger Conservation Authority (NTCA) and the Wildlife Institute of India (WII) since 2018. Habitat improvement, prey-base augmentation, protection, scientific monitoring and community participation are part of the recovery framework.

The release marks the first phase of a planned and adaptive programme; it is not a claim that a self-sustaining tiger population has already been established. Post-release monitoring uses telemetry, camera trapping and field-based observation. The stated long-term objective is a healthy, free-ranging and self-sustaining tiger population supported by secure habitat, adequate prey, effective protection and local participation.
