Economy - Government Borrowing and Treasury Bills

The Government of India, in consultation with the Reserve Bank of India, announced a gross market-borrowing plan of ₹7,86,000 crore for the second half of financial year 2026-27. The borrowing is to be completed through 23 weekly auctions covering securities with 3, 5, 7, 10, 15, 30, 40 and 50-year tenors. The plan includes ₹15,000 crore through Sovereign Green Bonds.

The government also stated that it expected total market borrowing through dated securities during 2026-27 to be ₹15,99,506 crore. For the third quarter, Treasury Bill borrowing was set at ₹23,000 crore per week: ₹8,000 crore each through 91-day and 182-day T-Bills and ₹7,000 crore through 364-day T-Bills. The same release fixed the Ways and Means Advances limit for the second half at ₹50,000 crore. The separate dated-securities calendar supports planning and transparency in the government-securities market.

Polity - Election Commission Decisions on Electoral Rolls

The Election Commission’s 26 September decisions on the Special Intensive Revision (SIR) included field-level assistance for people whose records were unmapped or contained logical discrepancies. Booth Level Officers were directed to visit homes, collect documents and upload them on ECINET for consideration by the Electoral Registration Officer. Help desks and special camps were also directed for vulnerable groups, including people in night shelters, labourers and homeless citizens.

The Commission extended the period for claims and objections in Delhi to 30 October 2026, with disposal extended to 30 November. In Maharashtra, claims and objections were extended to 12 October and disposal to 10 November. It also stated that a committee including an independent IIT or IIIT expert would review ECINET for compliance with statutory powers and rules. The durable examination point is the relationship between electoral-roll revision, field verification, claims and objections, and the digital system used for processing records.

Global Health Governance - India at the UN Pandemic-Preparedness Meeting

At the UN High-Level Meeting on Pandemic Prevention, Preparedness and Response in New York, India reaffirmed that global health security requires international cooperation, equity and solidarity. India called for implementation of the One Health approach in accordance with domestic law, international law and national circumstances.

India also highlighted fair access to pathogens and benefit sharing under the WHO Pandemic Agreement. The meeting discussed the need to strengthen surveillance, community-based early detection, communication and the global health-security architecture. The WHO Director-General referred to the Pandemic Agreement, amendments to the International Health Regulations and the need to conclude negotiations on the Pathogen Access and Benefit-Sharing (PABS) system. These are global health-governance developments rather than a report of a single domestic disease-control operation.

Health - Arogya Manthan 2026 and New Digital Health Tools

At Arogya Manthan 2026, the National Health Authority presented new tools connected with the Ayushman Bharat health ecosystem. The developments included the National Healthcare Providers Registry Mobile App, the NHCX Implementation Guide for Payers, a Secure Data Environment and an Auto-Adjudication Framework for AB PM-JAY.

The Secure Data Environment is designed to let approved entities work with de-identified data or execute code in an isolated environment, with outputs reviewed before release. The NHCX guide concerns the digital exchange of health-claims information, while auto-adjudication aims to support rules-based processing of eligible claims. This edition focuses on the new digital-health governance and data-use developments, not merely on the anniversary of AB PM-JAY or ABDM.

Sports - India’s Men’s and Women’s Kabaddi Teams Win Asian Games Gold

India’s men’s kabaddi team retained its Asian Games gold medal, and India’s women’s kabaddi team also won gold. The two completed results are included because they represent a major international multi-sport event and require candidates to distinguish the men’s title defence from the women’s team victory.

In sports revision, record the event, sport, medal and team category together. The update is not a routine league result: it concerns India’s completed Asian Games kabaddi titles. Do not merge the two PMO releases into one claim that suggests a single mixed team won the medals.
