Overview

The 2 October 2026 Daily Current Affairs edition covers four completed developments with direct value for competitive-examination preparation: the launch of the GOBARdhan compressed-biogas scheme, the centenary milestone of the Union Public Service Commission, SEBI's upgraded document-verification system and the rollout of Tamil Nadu's first multi-lane free-flow tolling system. Routine observances, scheduled campaigns, promotional updates and repeat programme announcements were excluded. Revise the notes and attempt the Daily Current Affairs Quiz - 2 October 2026.

Economy and Energy - GOBARdhan Scheme for Compressed Biogas

The Ministry of Petroleum and Natural Gas launched the GOBARdhan Scheme on 1 October 2026 as a Central Sector Scheme for developing India's compressed biogas (CBG) sector. The launch also included the GOBARdhan Handbook and a Unified GOBARdhan Portal for implementation support.

The scheme was approved by the Union Cabinet on 6 August 2026 with an outlay of ₹23,731 crore. It provides a ten-year framework from FY 2026-27 to FY 2035-36 and brings assured offtake, stable pricing, capital assistance, pipeline connectivity and credit support into one framework. Its stated objective is to increase domestic CBG production nearly ten-fold to around 5 MMSCMD.

The examination distinction is between a scheme's approval and its later operational launch. CBG is biomethane produced from organic feedstock after purification; it can support cleaner transport fuel and waste-to-energy goals.

The unified framework is also important because it connects production with the conditions required for a viable market. Assured offtake and stable pricing address demand certainty, while pipeline connectivity, capital assistance and credit support address the infrastructure and finance needed by producers. The portal is an implementation tool for coordinating these elements; it is not a separate fuel standard or a replacement for the existing natural-gas network.

Polity and Governance - UPSC Completes 100 Years

The Union Public Service Commission (UPSC) marked its centenary on 1 October 2026 at Bharat Mandapam, New Delhi. The milestone included the release of a commemorative postage stamp, a special coin and a book titled 100 Landmark Judgements - Shaping the Policies of UPSC and Public Service Commissions in India.

The UPSC is a constitutional body associated with recruitment to the Union services and with advice on specified service matters. For examination purposes, connect the centenary milestone with the Commission's constitutional status, its relationship with State Public Service Commissions and its role in merit-based public recruitment. The current development is the completed centenary observance and institutional publication, not a change to the Commission's constitutional framework.

The centenary is therefore useful as an institutional-revision anchor rather than as a recruitment notification. The Constitution provides for Public Service Commissions at the Union and State levels, and the UPSC's constitutional position distinguishes it from an ordinary department or a temporary selection board. Questions can reasonably test the institution's level of operation, its advisory role and the difference between a commemorative event and a legal amendment.

Economy and Securities Regulation - SEBI Upgrades Document Verification

The Securities and Exchange Board of India (SEBI) announced the revamp of its Document Number Verification System (DNVS) on 1 October 2026. The revised system was operational from September 2026 and is intended to help recipients verify whether a communication was issued by SEBI and reduce the risk of forged regulatory letters.

Under the revised process, the subject matter of the communication is a mandatory verification field along with details such as the outward number, issuing official, date and recipient name. The format is aligned with the outward number generated through SEBI's e-Office system. Verification confirms whether the communication was issued by SEBI; it does not certify the contents of the communication.

This is a regulatory transparency and investor-protection measure. It should not be confused with a new securities-market trading rule or with verification of the truth of every statement contained in a letter.

The distinction matters in practice: a successful lookup establishes that a communication was issued by the regulator, while the recipient must still assess the document's substantive claims and follow normal regulatory safeguards. The revised system also aligns the outward number with SEBI's e-Office format, strengthening the traceability of official correspondence without turning the verification portal into an adjudicatory mechanism.

Science and Infrastructure - Multi-Lane Free-Flow Tolling in Tamil Nadu

The National Highways Authority of India (NHAI) rolled out Tamil Nadu's first Multi-Lane Free Flow (MLFF) tolling system at the Paranur Toll Plaza on the Tambaram-Tindivanam section of NH-179B on 1 October 2026.

MLFF is a barrierless electronic tolling model in which vehicles pass through a toll location without stopping at a booth. The deployment uses Automatic Number Plate Recognition (ANPR) and FASTag-linked electronic collection to reduce manual intervention, congestion and fuel loss while improving toll transparency.

The important distinction is between ordinary FASTag lanes, where vehicles may still pass through a toll plaza using a lane and barrier arrangement, and MLFF, which removes the need to stop at a toll barrier. This is an implementation milestone in highway and electronic tolling technology, not a change to vehicle registration rules.

The rollout also illustrates how digital public infrastructure can be combined with transport operations. ANPR identifies the vehicle, while FASTag provides the electronic payment link; together they reduce manual collection and make toll movement more continuous. The current milestone is the deployment at Paranur, so it should not be described as nationwide completion of MLFF coverage.
