Overview
The 2 November 2026 Daily Current Affairs edition brings together four distinct developments reported in official releases on 1 November: a functional restructuring of the Central Industrial Security Force (CISF), the new Chief of the Air Staff's VAYU framework, international passenger trials under Digi Yatra, and the flag-off of the Bengaluru–Mumbai Vande Bharat Sleeper Express. These milestones were selected for clear institutional, security, digital-governance and transport significance. The NVS-03 orbit manoeuvre and August coal-import data were not repeated because they were already covered in the 1 November edition. Internal Security - CISF Functional Sector-Based Structure
The Central Industrial Security Force (CISF) shifted from a territorial command system to a functional sector-based structure with effect from 1 November 2026. The reform was undertaken with the concurrence of the Ministry of Home Affairs and is intended to provide specialised supervision, improve coordination and speed up decision-making for critical infrastructure security.
Under the earlier arrangement, one Sector Headquarters could manage more than 50 units across different installations such as coal mines, power plants and ports. The new model groups units by the type of installation. The official release names functional commands including Power-I and Power-II, Coal, Steel, Petroleum and Natural Gas, West Coast Port, East Coast Port, and Government Buildings, Museums and Monuments and Mass Rapid Transit System. Aviation sectors and the Department of Atomic Energy and Department of Space sector pre-date this expansion.
The change is operational rather than merely proposed. It supports specialised standard operating procedures, access control and Quick Reaction Team deployment. The release also links the structure to a more risk-based approach for threats such as drones, cyberattacks, sabotage and other disruptions. It should be understood as a force-organisation reform for critical infrastructure protection, not as the creation of a new armed force.

Defence - Air Chief's VAYU Framework
Air Chief Marshal Ashutosh Dixit assumed charge as the 29th Chief of the Air Staff on 1 November 2026. In his opening address, he presented VAYU as the guiding vision for the Indian Air Force. The framework uses four pillars: Vigilance, Victory and Readiness; Aatmanirbharta; Yukti; and Unity of Effort.
The VAYU framework links operational preparedness with indigenous capability, innovation and jointness. The Yukti pillar covers ingenuity and innovation in doctrine, technology and operational procedures, including AI-enabled command and control, counter-drone capabilities, resilience and emerging operational domains. Unity of Effort is tied to jointness, Aatmanirbharta and innovation across the defence system. The release describes a strategic direction for the IAF; it is not a separate procurement programme or a new statutory body.

Digital Governance - Digi Yatra International Trials
The Ministry of Civil Aviation reported that Digi Yatra international passenger trials commenced at seven airports. The trials are scheduled for November and December 2026 and cover eligible Indian nationals holding e-passports on selected international flights operated by Air India and IndiGo. The participating airports are Delhi, Bengaluru, Hyderabad, Cochin, Mumbai, Chennai and Amritsar.
For the trial, an eligible passenger creates an e-passport-based Verifiable Credential (VC) through the Digi Yatra mobile application. The process includes scanning the e-passport's Machine Readable Zone (MRZ), reading its embedded chip through Near Field Communication (NFC), capturing a selfie and verifying the details. The credential is stored in the passenger's Digi Yatra wallet on the device and used at designated airport touchpoints where the infrastructure is enabled.
The international trial is intended to collect passenger feedback for a wider rollout in 2027. It complements, rather than replaces, travel documents, airline document checks, immigration procedures and other mandatory formalities. The source also reports more than 26.5 million users and over 110 million journeys across 39 domestic airports; those figures provide context, while the current milestone is the start of international trials at seven airports.

Infrastructure - Bengaluru–Mumbai Vande Bharat Sleeper
The Union Minister for Railways flagged off the SMVT Bengaluru–Chhatrapati Shivaji Maharaj Terminus, Mumbai Vande Bharat Sleeper Express on 1 November 2026. The milestone creates a modern overnight rail link between Bengaluru, a major information-technology and startup centre, and Mumbai, the country's financial and commercial centre.
The announced route passes through important stations in Karnataka, Andhra Pradesh and Maharashtra, including Raichur, Kalaburagi, Solapur, Pune and Kalyan. The Bengaluru-originating service departs SMVT Bengaluru at 19:45 and reaches CSMT at 11:55 the following day; the return service departs CSMT at 20:10 and reaches SMVT Bengaluru at 12:00 the next day. The service is scheduled to operate six days a week, excluding Monday in the Bengaluru-originating direction and Tuesday in the Mumbai-originating direction.
The source records a flag-off and the associated service schedule. It should not be rewritten as a nationwide sleeper-network completion or as a claim that every announced future route has already begun. The current exam value lies in the connectivity corridor, the states and cities linked, and the distinction between this completed flag-off and other future connectivity announcements in the same release.

Quick Revision Table
| Topic | Material milestone | Exact status | Key exam fact |
|---|---|---|---|
| CISF | Functional sector-based structure took effect on 1 November | Implemented organisational restructuring | Shift from territorial commands to installation-based functional supervision |
| Indian Air Force | Air Chief Marshal Ashutosh Dixit assumed charge on 1 November | 29th Chief of the Air Staff; VAYU vision presented | VAYU has four pillars, including Aatmanirbharta and Yukti |
| Digi Yatra | International passenger trials began at seven airports | Trial phase, with wider rollout planned for 2027 | E-passport VC creation uses MRZ, NFC, selfie and verification |
| Railways | Bengaluru–Mumbai Vande Bharat Sleeper was flagged off on 1 November | Service introduction milestone | Route covers Karnataka, Andhra Pradesh and Maharashtra |
Exam Focus
For internal security, revise how the CISF functional model differs from territorial command and why specialised supervision matters for critical infrastructure. For defence, remember the office of the Chief of the Air Staff, the VAYU acronym and the relationship among readiness, self-reliance, innovation and jointness. For digital governance, distinguish a trial from a nationwide rollout and remember that Digi Yatra complements mandatory immigration and airline procedures. For Railways, map the Bengaluru–Mumbai corridor and retain the stated overnight schedule and weekly operating pattern.

The strongest objections to the retained topics were that the CISF and VAYU releases describe institutional frameworks, Digi Yatra is still in a trial phase, and a flag-off does not by itself prove a fully mature network. Those objections do not defeat selection: the CISF change took effect, the VAYU framework was presented by the new CAS, Digi Yatra trials actually commenced at seven named airports, and the Bengaluru–Mumbai service received a completed flag-off with a defined route and schedule. The article preserves each status precisely.
