Overview
The 10 October 2026 Daily Current Affairs edition covers two developments with clear examination value for APSC, ADRE, Assam Police, Assam TET, SSC, Banking and Railway preparation: the 382nd Parliamentary Standing Committee report on NTA reforms and the election of a new Inter-Parliamentary Union President. These topics were not covered in the final 1-9 October CareerUdaya editions.
The status of each development is kept precise. The NTA item is a Parliamentary Standing Committee report containing recommendations, not an implemented government decision. The IPU item is a completed international institutional election held on 9 October.

Governance and Education - Parliamentary Committee Report on NTA Reforms
The Department-related Parliamentary Standing Committee on Education, Women, Children, Youth and Sports presented its 382nd Report on Reforms and Strengthening of the National Testing Agency (NTA) to the Chairman of the Rajya Sabha on 9 October 2026. The report was considered and adopted by the Committee on 25 August 2026 after it examined evidence from the Department of Higher Education, the Ministry of Health and Family Welfare, the NTA and the High-Level Committee of Experts.
The report recommends stronger accountability and examination-security arrangements for the NTA. It calls for a large, diverse and continuously updated question bank, expert vetting, and final paper-setting close to the examination. It also recommends that the NTA develop a Parliamentary accountability framework and improve its permanent professional capacity.
For NEET (UG), the Committee recommends a transition to Computer-Based Testing, but only with substantial investment in secure government-owned infrastructure, including the planned 1,000 secure government CBT centres and accessibility measures for students in remote and marginalised areas. These are Committee recommendations, not a statement that NEET has already shifted to CBT.
The report also discusses examination transparency, vendor blacklisting, candidate grievance mechanisms, accessibility, and the need for a more independent examination oversight structure. The report is available through the Rajya Sabha committee page.

Other NTA recommendations to remember
The Committee recommended a publicly accessible National Registry of Blacklisted Examination Vendors containing the concerned firms, associated individuals or entities, the nature of the disqualification and the authority that imposed it. It also recommended stronger grievance channels, a duty of care towards candidates, accessible centres and support for scribes and compensatory time where required.
The report noted that the NTA had 39 sanctioned positions but 23 officers in position, and recommended a permanent professional cadre with expertise in psychometrics, examination security, digital infrastructure, data analytics and examination logistics. It also called for a concrete plan for secure government-owned CBT centres and cautioned that private contractors should not replace the NTA's own institutional capacity. These proposals remain recommendations for follow-up, not completed reforms.
International Institutions - Milton Dick Elected IPU President
At the 153rd IPU Assembly in Arusha, United Republic of Tanzania, the Speaker of Australia's House of Representatives, Milton Dick, was elected the 32nd President of the Inter-Parliamentary Union (IPU) on 9 October 2026. He won 56% of the vote in one round of secret-ballot voting and succeeded Tulia Ackson of Tanzania.
The IPU President is the political head of the organisation, chairs its statutory meetings and represents the IPU at major global events. The President is elected for a three-year term and must remain a sitting Member of Parliament. The 153rd Assembly was held in Arusha from 5 to 9 October 2026.
The election is the current milestone; earlier announcements about the scheduled election are background only. Read the IPU election announcement and the official 153rd Assembly page.
IPU institutional context
The IPU was founded in 1889 and describes itself as the global organisation of national parliaments. It has 184 national Member Parliaments and 15 regional parliamentary bodies. The President is not a permanent international civil-service post: the office is held by a sitting parliamentarian, carries a three-year term, and includes chairing statutory meetings and representing the organisation at major global events.
The election was conducted by secret ballot in one round, with Milton Dick receiving 56% of the vote. The Assembly brought together close to 700 parliamentarians from more than 130 countries, including 50 Speakers and 45 Deputy Speakers. This gives the election an institutional and international-relations value beyond the routine scheduling of an Assembly.

Remember the report number, the committee's role, the proposed question-bank and CBT-security measures, and that NEET CBT transition was recommended subject to infrastructure and accessibility preparation.
For the IPU item, remember that the Inter-Parliamentary Union is the global organisation of national parliaments, Milton Dick is its 32nd President, and the election took place at the 153rd Assembly in Arusha, Tanzania.

Source and Chronology Note
The NTA report was presented on 9 October 2026, while the Committee adopted it on 25 August 2026; the current public milestone is its presentation and release, not implementation of every recommendation. Milton Dick's IPU election occurred on 9 October 2026 during the 153rd Assembly in Arusha.
Final corrected CareerUdaya editions from 1 to 9 October were checked. These three developments were not previously covered. Rejected candidates were routine visits, scheduled events, workshops, backgrounders, retrospective competition reporting, observance statistics, minor agreements, and proposals without sufficient standalone examination value.
