Polity - 28th Western Zonal Council Meets in Panaji
Union Home Minister Amit Shah chaired the 28th meeting of the Western Zonal Council in Panaji, Goa, on 7 September 2026. The meeting brought together the Chief Ministers of Goa, Gujarat and Maharashtra and the Administrator of Dadra and Nagar Haveli and Daman and Diu. It was organised by the Inter-State Council Secretariat of the Ministry of Home Affairs and hosted by the Government of Goa.
Five Zonal Councils were established under Sections 15 to 22 of the States Reorganisation Act, 1956. They are statutory advisory forums for inter-State coordination, regional consultation and cooperative federalism. The Union Home Minister is the Chairman of the Zonal Councils. The Vice-Chairmanship rotates annually among the Chief Ministers of the member States; the Chief Minister of Goa is the current Vice-Chairman of the Western Zonal Council. Zonal Councils should not be confused with the Inter-State Council under Article 263 of the Constitution, or with the North Eastern Council, which was created separately under the North-Eastern Council Act, 1971.

Assam and Education - Vice-President Lays Foundation Stone at Gauhati University
Vice-President C. P. Radhakrishnan laid the foundation stone of a Rs 110-crore infrastructure development project at Gauhati University on 7 September 2026. Assam Governor Lakshman Prasad Acharya, Chief Minister Himanta Biswa Sarma, Education Minister Ranoj Pegu and Vice-Chancellor Nani Gopal Mahanta were present. The project includes an academic building, a boys' hostel, a modern mess, an international students' hostel, renovation of the Krishna Kanta Handique Library seminar hall, upgradation of the Birinchi Barua auditorium and residential quarters for D-grade staff.
Gauhati University was established on 26 January 1948 and is Assam's first university. Krishna Kanta Handique, a noted Sanskrit scholar, was its first Vice-Chancellor. On the same occasion the Vice-President released two university publications, including the fifth edition of the Chandrakanta Abhidhan. A foundation-stone ceremony marks the start of construction; it is not the same as commissioning a completed building.

Defence and Northeast - First Corps Commander Talks Held in Arunachal
India and China held their first Corps Commander-level meeting in the Eastern Sector on 6 September 2026. The talks took place at the Wacha-Damai Border Personnel Meeting point on the Indian side of the Line of Actual Control (LAC) in Arunachal Pradesh. Wacha, in the Kibithu sector of Anjaw district, is India's easternmost designated border-personnel meeting point.
The Indian side was led by Lieutenant General Girish Kalia, Commander of 3 Corps (Spear Corps), headquartered at Rangapahar near Dimapur in Nagaland. The Indian Army's 3 Corps and Tezpur-based 4 Corps share operational responsibility for the LAC in Arunachal Pradesh. After the 2020 Galwan clash, Corps Commander-level talks had been associated mainly with the Chushul-Moldo meeting point in eastern Ladakh. The Arunachal meeting therefore expands the military-dialogue mechanism beyond the Western Sector. A Border Personnel Meeting point is a designated contact site for local military communication; it is not a settled international boundary.

Elections and Northeast - Final SIR Rolls Published for Manipur and Sikkim
The Election Commission of India published the final photo electoral rolls of Manipur and Sikkim on 6 September 2026 after the Special Intensive Revision (SIR). Manipur's electorate stood at 19,60,620 across 60 Assembly constituencies, down from 20,93,076 before the revision. Women outnumbered men in Manipur's final roll. Sikkim's final roll recorded 4,18,467 electors, against about 4.71 lakh before the revision, with 1 July 2026 as the qualifying date.
Together, the two States accounted for a net reduction of about 1.85 lakh names. SIR is an intensive house-to-house revision of electoral rolls intended to add eligible electors and remove entries of persons who are deceased, shifted, duplicate or otherwise ineligible. Publication of a final roll closes that revision cycle; it is distinct from the announcement of an election schedule. Candidates should treat SIR as an electoral-roll integrity exercise under the Election Commission, not as a census.

Social Justice - National Commission for Safai Karamcharis Reconstituted
The Department of Social Justice and Empowerment appointed the Chairperson, Vice-Chairperson and Members of the National Commission for Safai Karamcharis (NCSK). Bhagwat Prasad Makwana was appointed Chairperson and Kaishab Bihari Vice-Chairperson. Manoj Kumar Balmiki, Sushma Gaudiyal and Ravi Ramu Kalose were appointed Members. The appointments run up to 31 March 2028, the remaining tenure of the present Commission.
The NCSK was first constituted in 1994 under the National Commission for Safai Karamcharis Act, 1993. After the Act lapsed in 2004, the Commission has functioned as a non-statutory body of the Ministry of Social Justice and Empowerment, with its tenure extended by government resolutions. The Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013 enlarged its mandate, including monitoring of that law. The NCSK should not be confused with the National Commission for Scheduled Castes, which is a constitutional body under Article 338.

Environment - Biodiversity Boards Review Grassroots Governance
The 16th National Meet of State Biodiversity Boards and Union Territory Biodiversity Councils was held at Chandigarh on 6-7 September 2026. The National Biodiversity Authority (NBA) organised the meeting to discuss implementation of the amended biodiversity-governance framework at State and local levels.
Union Environment Minister Bhupender Yadav urged States and Union Territories to align their rules with the Biological Diversity (Amendment) Act, 2023 and the Biological Diversity Rules, 2024. He called for making more than 2.76 lakh Biodiversity Management Committees (BMCs) functional and for treating People's Biodiversity Registers (PBRs) as dynamic local-planning instruments. The NBA has shared more than Rs 200 crore under Access and Benefit Sharing. India's Updated National Biodiversity Strategy and Action Plan 2024-2030 is aligned with the Kunming-Montreal Global Biodiversity Framework. A PBR documents local biological resources and associated traditional knowledge; it is not a protected-area notification.

Energy and Economy - Coal Rake Loading to Power Plants Reaches 444 a Day
Coal loading to the power sector reached 444 rakes per day on 6 September 2026, according to the Ministry of Coal. Loading had risen from 370 rakes per day on 3 September, a cumulative increase of 74 rakes per day, or about 20%, over four days.
A railway rake is a set of wagons moved together by a locomotive. In the coal-power chain, rake loading is a logistics indicator, not a measure of electricity generation or of coal production itself. The Ministry attributed the increase to Coal India Limited, its subsidiaries, Singareni Collieries Company Limited and captive-mine operators. Mahanadi Coalfields Limited recorded the sharpest single-day rise. Critical thermal plants are those with coal stock below 25% of their normative requirement. The figures are useful for linking coal supply, rail logistics and power-sector fuel security.

Science and Technology - APNIC 62 Convenes in Mumbai
The 62nd Asia Pacific Network Information Centre Conference (APNIC 62) is being held in Mumbai from 4 to 10 September 2026. It is hosted by the National Internet Exchange of India (NIXI) and the Internet Service Providers Association of India, with support from MeitY and the Government of Maharashtra.
APNIC is a not-for-profit regional Internet number registry for 56 economies in the Asia-Pacific. International Organisations - India Retains APPU Secretary-General Post
Dr Vinaya Prakash Singh, a 1988-batch Indian Postal Service officer, was re-elected unopposed as Secretary-General of the Asian-Pacific Postal Union (APPU) at the 14th APPU Congress in Bangkok on 4 September 2026. His second consecutive four-year term will run from January 2027 to December 2030.
APPU is a regional union of the Universal Postal Union (UPU), the United Nations specialised agency for postal services. APPU has 32 member countries and its headquarters is in Bangkok. Dr Singh first assumed the post in January 2023 after election at the 13th Congress in 2022. The current-affairs takeaway is the organisation-institution pairing: APPU is the regional postal union, whereas UPU operates at the global level within the UN system.
