Overview
The 31 October 2026 Daily Current Affairs edition focuses on five developments with clear policy, economy, science, agriculture and Northeast-security value: a new committee to review banking reforms for Viksit Bharat, the Union Government's September accounts, the GSLV-F18/NVS-03 navigation mission, the 24th PM-KISAN instalment and a major Directorate of Revenue Intelligence (DRI) operation against Myanmar-linked methamphetamine smuggling. The notes distinguish a committee's recommendations from adopted reforms, accounts data from a budget revision, and an intelligence-led seizure from a final court finding. Banking and Financial Sector - High Level Committee for Viksit Bharat
The Government of India constituted the High Level Committee on Banking for Viksit Bharat on 30 October 2026. The Ministry of Finance release says the committee will review the banking sector and recommend structural, institutional, regulatory and legislative reforms to make it globally competitive, financially inclusive and resilient for Viksit Bharat 2047. It is therefore a review and recommendation body, not evidence that the proposed reforms have already been adopted.
The committee is chaired by Suresh N. Patel, former Central Vigilance Commissioner. Its members are RBI Deputy Governor Shirish Chandra Murmu, former Indian Bank MD and CEO Padmaja Chunduru, and former RBI Deputy Governor N. S. Vishwanathan. The Joint Secretary (Banking), Department of Financial Services, is the Member Secretary, and the tenure is six months.
Its terms of reference cover prudential norms and global best practices, legal and regulatory frameworks for banks including Regional Rural Banks and cooperative banks, long-term capital needs of banks, Development Financial Institutions and NBFCs, cost of capital, AI and digital innovation with cyber safeguards, talent development, the Priority Sector Lending framework and the Lead Bank Scheme. The committee's constitution is the current milestone; its future report and any government decisions should not be presented as completed reforms.

Economy - Union Government Accounts up to September
The Ministry of Finance published the monthly review of Government of India accounts up to September 2026 for FY 2026-27 on 30 October 2026. This is a consolidated accounts review, not a new Budget or a revision of the Budget Estimates.
Total receipts were ₹18,35,422 crore, equal to 50.3% of the corresponding Budget Estimates for total receipts. The total included ₹12,76,088 crore of net tax revenue to the Centre, ₹4,80,732 crore of non-tax revenue and ₹78,602 crore of non-debt capital receipts. Devolution of the share of taxes to states was ₹6,99,409 crore, ₹67,658 crore higher than in the previous year.
Total expenditure was ₹25,49,835 crore, or 47.7% of the corresponding Budget Estimates. Revenue expenditure accounted for ₹18,95,288 crore and capital expenditure for ₹6,54,547 crore. Within revenue expenditure, interest payments were ₹6,46,010 crore and major subsidies were ₹2,22,905 crore. These figures describe the position through September and should not be read as full-year outturns.

Science and Technology - GSLV-F18/NVS-03 and NavIC
The GSLV-F18 mission successfully placed NVS-03 in orbit on 30 October 2026. ISRO lists it as the 20th flight of the Geosynchronous Satellite Launch Vehicle and records the payload as NVS-03. A Prime Minister's Office release on 31 October described the successful launch as a step toward strengthening NavIC, India's indigenous satellite-navigation system.
ISRO describes NVS-03 as the third satellite in the next-generation navigation series intended to provide continuity of navigation services for the IRNSS series. The satellite carries an indigenous atomic clock along with procured atomic clocks and adds an L1 signal to the existing L5/S signals. Its stated coverage includes India's land mass and a region extending 1,500 km around India's geopolitical boundary. The exam-relevant distinction is between the GSLV-F18 launcher, the NVS-03 payload and NavIC as the navigation system.

Agriculture and Welfare - 24th PM-KISAN Instalment
On 30 October 2026, the Prime Minister released the 24th instalment of Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) from Banaskantha, Gujarat. More than ₹18,690 crore was transferred through Direct Benefit Transfer to more than 9.34 crore farmers. The same programme also dedicated 521 Agriculture Infrastructure Fund units and inaugurated 12 horticulture clusters.
PM-KISAN is a Central Sector Scheme that provides eligible landholding farmer families ₹6,000 a year in three equal instalments of ₹2,000. The release says land records are digitally verified and the money is transferred to Aadhaar-seeded bank accounts through DBT. These delivery mechanisms are important for understanding how the current instalment reached beneficiaries; the 24th instalment is the new material milestone, not the scheme's original 2019 launch.

Assam and Northeast Security - DRI Methamphetamine Seizures
The Directorate of Revenue Intelligence reported two back-to-back intelligence-led operations in Mizoram and Assam on 29 and 30 October 2026. With operational assistance from the Assam Rifles, officers seized 50 kg of methamphetamine: 30 kg in tablet form (Yaba) and 20 kg of crystal methamphetamine. Four persons were arrested under the Narcotic Drugs and Psychotropic Substances Act, 1985, and three vehicles were seized.
The first operation took place on 29 October near Aizawl on the Aizawl-Champhai Road, involving the Zokhawthar route. The tablets were concealed in a specially constructed cavity inside an office table. In the second operation on 30 October at Dholai near Silchar, crystal meth was concealed above a truck cabin in tea packets bearing foreign markings. Preliminary investigation indicated that the drugs had been smuggled from Myanmar. The source describes an intelligence-led seizure and a preliminary investigation; it does not establish a final judicial finding.
This is distinct from earlier October enforcement stories because the release records a paired Mizoram-Assam operation, novel concealment methods and a Myanmar-linked trafficking indication. It has direct Northeast, border-security and narcotics-law relevance without claiming that the wider trafficking network has already been dismantled.

The strongest objections were that the banking item is only a committee constitution, the accounts release is a routine periodic statement, the PM-KISAN item concerns a recurring instalment and the DRI item is an enforcement report rather than a completed prosecution. Those objections are resolved because the committee creates a nationally relevant reform-review mechanism with explicit terms of reference, the accounts release provides a current macro-fiscal snapshot, the instalment is a completed nationwide DBT milestone, and the DRI release records a substantial cross-border Northeast operation with a new concealment pattern. The GSLV-F18/NVS-03 launch is a completed space-navigation milestone confirmed by ISRO and the PMO.
The India-BLEU Joint Economic Commission was rejected as a general dialogue without a concluded treaty, binding trade instrument or distinct implementation milestone. The India social-security backgrounder, routine campaign updates and ceremonial or conference-led releases were also rejected because they did not provide a stronger uncovered development than the selected topics. No post-cutoff information was used.

What is the relationship between GSLV-F18, NVS-03 and NavIC?
GSLV-F18 is the launch vehicle, NVS-03 is the navigation-satellite payload and NavIC is India's indigenous satellite-navigation system that the mission is intended to strengthen.
