Overview
The 30 October 2026 Daily Current Affairs edition covers four distinct policy and implementation developments available before the research cutoff: India's green-hydrogen offtake commitments, the fourth Tobacco-Free Youth Campaign, the extension of ESIC's New Amnesty Scheme 2025, and a national Ayurveda AI challenge launched through AIIA-iCAINE.
The notes distinguish signed offtake commitments from completed production, a campaign launch from an outcome, an extension from a new scheme, and an AI challenge from an operational clinical system. Read the notes first, then attempt the Daily Current Affairs Quiz - 30 October 2026.
Environment and Clean Energy - Green Hydrogen Offtake Commitments
The Ministry of New and Renewable Energy reported on 29 October 2026 that Indian companies had signed 23 green-hydrogen offtake contracts covering 5,55,610 metric tonnes per annum (MTPA) of firm and signed commitments as of October 2026. The release says that 18 new agreements signed during 2026 account for more than 4 lakh MTPA, and more than 70% of the total commitments are earmarked for exports.
These are offtake commitments, not proof that the full quantity is already being produced. The associated projects are expected to attract more than ₹90,000 crore in investment. Under the National Green Hydrogen Mission, the Cabinet-approved initial outlay is ₹19,744 crore up to 2029-30, while the Mission's 2030 production objective is at least 5 million metric tonnes per annum (MMTPA). The current milestone is the reported scale of signed supply commitments and their investment implications.
The release also records domestic commitments under the Strategic Interventions for Green Hydrogen Transition (SIGHT) Programme, including agreements for 6,70,000 MTPA of green ammonia for 11 fertiliser units and awarded projects for 30,000 MTPA of green hydrogen for refineries of IOCL, BPCL, HPCL and NRL. These figures describe agreements and awarded projects; they do not mean that the Mission's 2030 target has already been achieved.

Health and Social Policy - Tobacco-Free Youth Campaign 4.0
The Ministry of Health and Family Welfare launched the fourth edition of the Tobacco-Free Youth Campaign (TFYC 4.0) on 28 October 2026 at ABVIMS and Dr RML Hospital, New Delhi. It is a 60-day nationwide campaign focused on preventing tobacco initiation, supporting cessation, strengthening enforcement and promoting tobacco-free environments.
The distinctive feature highlighted for this edition is the stronger role of universities and colleges, with emphasis on tobacco-free campuses and youth-led participation. The campaign uses a six-pronged, whole-of-government approach. It builds on the first three editions, which the Ministry says together saw more than 5.8 lakh educational institutions and 73,000 villages declared tobacco-free.
The source also connects the campaign with enforcement under the Cigarettes and Other Tobacco Products Act, 2003 (COTPA). In particular, it records Section 4 challans from the third edition; Section 4 prohibits smoking in public places. The 30 October notes therefore present TFYC 4.0 as a newly launched preventive and enforcement campaign, not as proof that all of its targets have already been achieved.

Labour and Social Security - ESIC Amnesty Scheme Extension
On 29 October 2026, the Employees' State Insurance Corporation extended the New Amnesty Scheme 2025 for three months, from 1 October to 31 December 2026, on the existing terms and conditions. The scheme is a one-time dispute-resolution mechanism intended to reduce litigation and promote voluntary compliance under the erstwhile ESI Act.
The extension does not create a new scheme. It gives eligible employers and insured persons additional time to use the existing settlement route. The release allows settlement of ad-hoc assessments on payment of actual contributions and interest without damages. It also provides for withdrawal of certain cases where dues have already been paid, subject to payment of 10% of disputed damages, and covers eligible court cases filed up to 31 March 2025. Where required, withdrawal of cases remains subject to court permission.

Science and Technology - National Ayurveda AI Challenge
The All India Institute of Ayurveda's incubation centre AIIA-iCAINE marked its sixth Foundation Day on 29 October 2026 with the launch of AyushTech Innovate: National Open Ayurveda AI Challenge. The challenge is organised by Techfest, IIT Bombay, in collaboration with the Ministry of Ayush and AIIA.
The challenge uses AyurParam, described in the source as IIT Bombay's open-source Ayurveda Large Language Model, and aims to encourage trustworthy, transparent, safe and practical AI solutions for Ayurvedic clinical practice, classical-text retrieval, research, treatment planning and public-health awareness. The national grand finale is scheduled for 15-18 December 2026; that future event is not described as completed.
The same programme also launched an Intellectual Property Rights Facility for Ayurveda. Its purpose is to help Ayurveda innovators and entrepreneurs understand and protect intellectual property as their ideas move toward product development and commercialisation. AIIA-iCAINE was established in 2021 under the Ministry of Ayush and is described as India's first public-sector Ayurveda business incubator.

Quick Revision Table
| Topic | Material milestone | Exact status | Key exam fact |
|---|---|---|---|
| Green hydrogen | MNRE progress report on 29 October | 23 signed contracts; 5,55,610 MTPA firm and signed commitments | This is offtake commitment capacity, not completed production |
| TFYC 4.0 | Nationwide campaign launched on 28 October | 60-day preventive and enforcement campaign | Universities and colleges receive a special focus |
| ESIC Amnesty Scheme | Three-month extension announced on 29 October | Existing one-time dispute-resolution scheme extended to 31 December | Eligible cases include those filed up to 31 March 2025 |
| Ayurveda AI Challenge | Challenge launched on 29 October | National innovation challenge using AyurParam | Organised by Techfest, IIT Bombay with Ministry of Ayush and AIIA |
Exam Focus
For economy and environment, revise the difference between offtake contracts, awarded projects and actual production under the National Green Hydrogen Mission. For health policy, connect TFYC 4.0's university focus with prevention, cessation and COTPA enforcement. For labour and social security, remember that an extension preserves the New Amnesty Scheme's settlement mechanism rather than creating a new scheme. For science and technology, revise the institutional collaboration behind AyushTech Innovate, the role of an open-source domain model and the purpose of an IPR-support facility.

Source and Chronology Note
| Topic | Official source and publication time | Material date and status | Score /25 | Previous coverage | Decision |
|---|---|---|---|---|---|
| Green-hydrogen offtake commitments | MNRE PIB release, 29 Oct 2026, 12:54 PM | October 2026 progress report; 23 contracts and 5,55,610 MTPA of firm and signed commitments | 24 | No same milestone in 1-29 October editions | KEEP |
| TFYC 4.0 | Health Ministry PIB release, 28 Oct 2026, 2:29 PM | Fourth 60-day nationwide campaign launched; higher-education focus | 22 | No TFYC 4.0 launch in 1-29 October editions | KEEP |
| ESIC New Amnesty Scheme 2025 | Labour Ministry PIB release, 29 Oct 2026, 9:21 AM | Existing scheme extended from 1 Oct to 31 Dec 2026 | 21 | No same extension or scheme mechanism in 1-29 October editions | KEEP |
| AyushTech Innovate | AIIA PIB release, 29 Oct 2026, 7:18 PM | National Ayurveda AI challenge and IPR Facility launched | 21 | No same challenge or IPR Facility launch in 1-29 October editions | KEEP |
The strongest objections were that the green-hydrogen figures are commitments rather than production, TFYC 4.0 is a campaign rather than a completed outcome, ESIC's item is an extension of an older scheme, and the Ayurveda challenge remains an innovation programme with a future finale. Those objections are resolved by stating each status precisely and avoiding claims of completed output.
The final editions from 1 through 29 October were checked by institution, subject, action and material date. No retained milestone duplicates an earlier final edition. The PM-KISAN release available at the cutoff was a 29 October advance announcement for a planned 30 October transfer, so it was not treated as a completed 30 October development. The Tawang tourism mart was rejected as event-led tourism coverage despite its regional significance, and the IDBI clarification was rejected as a follow-up transaction explanation without a new completed policy milestone.
Previous Coverage and Rejected Candidates
| Candidate | Official source | Rejection reason |
|---|---|---|
| PM-KISAN 24th instalment | Agriculture Ministry PIB advance announcement | REJECTED at the 11:24 AM IST cutoff because the official source announced a planned release for 30 October; no completed release record was available in the verified primary-source set at the cutoff. |
| 14th International Tourism Mart, Tawang | Ministry of Tourism PIB release | REJECTED as event-led tourism coverage. The release records inauguration, buyer participation and a return to Tawang after 13 years, but the event did not provide a stronger policy or implementation milestone than the four retained topics. |
| IDBI strategic-restructuring clarification | Finance Ministry PIB clarification | REJECTED as a follow-up explanation of an earlier strategic-restructuring process rather than a new approval, transaction completion or regulatory milestone. |
| Indian Railways Special Campaign 6 progress | PIB release listing | REJECTED as routine campaign progress without a distinctive new policy or implementation mechanism. |
| ESTIC 2026 conclusion | PIB release listing | REJECTED because conference coverage did not add a stronger exam-relevant policy or implementation outcome than the selected science topic. |
