Overview
The 29 October 2026 Daily Current Affairs edition covers five distinct developments reported by official sources: the Union Cabinet's approval of the Pradhan Mantri Viksit Gram Swaraj Yojana, a new sports-goods manufacturing scheme, the launch of India-Mexico Preferential Trade Agreement negotiations, September 2026 IIP estimates, and revised MRPs for anti-cancer medicines.

Governance - Pradhan Mantri Viksit Gram Swaraj Yojana
The Union Cabinet approved the Pradhan Mantri Viksit Gram Swaraj Yojana (PM VGSY) as a Centrally Sponsored Scheme on 28 October 2026. It is approved for implementation from 2026-27 to 2030-31, co-terminus with the Sixteenth Finance Commission period.
The scheme has a total outlay of Rs 7,395.55 crore, comprising a Central share of Rs 4,869.48 crore and a State share of Rs 2,526.07 crore. It is intended to strengthen Gram Panchayats and traditional local bodies through holistic planning, capacity building, digital handholding and transparent resource use.
PM VGSY will support annual preparation of holistic Gram Panchayat Development Plans on the eGramSwaraj Portal and online audit plans through AuditOnline. States and Union Territories will submit Annual Action Plans, which will be appraised and approved by a designated Central Empowered Committee. The scheme covers all States and Union Territories, including traditional local bodies in areas where Panchayats do not exist.

Manufacturing Policy - Khelo India Sports Goods Manufacturing Scheme
The Union Cabinet approved the Khelo India Sports Goods Manufacturing Scheme on 28 October 2026 with a total outlay of Rs 1,856.67 crore for 2026 to 2033-34. The scheme is designed to promote investment, domestic manufacturing, research, innovation, skill development, quality certification and exports in the sports-goods sector.
An important feature is the proposed development of dedicated Sports Goods Manufacturing Zones (SGMZs). These zones are intended to bring manufacturers, suppliers, testing facilities, design and prototyping centres, and ancillary enterprises into integrated industrial clusters. The zones will be developed through convergence with existing industrial infrastructure under the BHAVYA Scheme and NICDC Industrial Parks.
The scheme includes Anchor Investment Support to encourage new manufacturing facilities and a Turnover Linked Support component to incentivise higher production and capacity expansion. It also provides support for internationally accepted certification and Centres of Excellence for research in sports equipment, materials, protective gear and advanced manufacturing.

International Trade - India and Mexico Begin PTA Negotiations
India and Mexico signed the Terms of Reference (ToR) for negotiations on a Preferential Trade Agreement on 28 October 2026. The signing formally launches negotiations and establishes their framework, scope, modalities and roadmap.
The proposed negotiations cover market access for goods, rules of origin, customs procedures and trade facilitation, dispute settlement, sanitary and phytosanitary measures, technical barriers to trade and trade remedies. The ToR is a negotiation framework; it is not itself a Preferential Trade Agreement and does not mean that a final agreement has entered into force.
The development is relevant for examinations because it combines bilateral economic diplomacy with core trade-policy concepts such as rules of origin, market access and trade remedies. It also follows the India-Mexico understanding reached during the G7 Summit meeting in June 2025, while the material milestone for this edition is the signing of the ToR.

Economy - September 2026 Index of Industrial Production
The Ministry of Statistics and Programme Implementation released the Quick Estimates of the Index of Industrial Production (IIP) for September 2026 on 28 October 2026. IIP recorded 6.7 percent year-on-year growth in September, compared with the August 2026 quick estimate of 8.0 percent.
The September growth was supported by 7.6 percent growth in Manufacturing and 11.2 percent growth in Electricity and Gas Supply. The IIP quick estimate stood at 124.3 against 116.5 in September 2025. The release also reported that August 2026 indices underwent final revision using updated source-agency data.
The current IIP series uses 2022-23 as the base year, with 2022-23=100. Quick estimates are provisional and may be revised under the IIP revision policy. This distinction matters when comparing the September quick estimate with later final data.

Health Regulation - Revised MRP for Anti-Cancer Medicines
The National Pharmaceutical Pricing Authority (NPPA) released a list of revised Maximum Retail Prices for 543 brands of anti-cancer medicines on 28 October 2026. The revised MRPs are scheduled to become effective on 9 November 2026.
The list reflects information submitted by companies up to 27 October and will be updated as manufacturers submit revised prices for non-scheduled anti-cancer drugs. The release follows the NPPA's 17 October announcement of Trade Margin Rationalisation for 137 non-scheduled anti-cancer drugs in the public interest.
The current milestone is the release of the revised MRP list, not the effective date. The article therefore does not describe the new prices as already effective on 29 October. This is a regulatory and consumer-protection development involving price transparency, affordability and implementation of the trade-margin policy.

Exam Focus
An examiner may reasonably test this edition through the implementation mechanism of PM VGSY, the institutional design of manufacturing zones, the legal status of a trade-negotiation ToR, the provisional nature and base year of IIP, and the difference between releasing a regulated-price list and its future effective date.

Source and Chronology Note
| Topic | Official source and publication time | Material date and status | Score /25 | Previous coverage | Decision |
|---|---|---|---|---|---|
| PM VGSY | Cabinet PIB release, 28 Oct 2026, 3:48 PM | Cabinet approval; implementation period 2026-27 to 2030-31 | 23 | No same scheme approval in 1-28 Oct editions | KEEP |
| Khelo India sports goods scheme | Cabinet PIB release, 28 Oct 2026, 3:45 PM | Cabinet approval of new manufacturing scheme and SGMZ design | 22 | No same scheme approval in 1-28 Oct editions | KEEP |
| India-Mexico PTA negotiations | Commerce PIB release, 28 Oct 2026, 10:38 AM | ToR signed; negotiations formally launched, no final agreement | 22 | No same ToR or PTA negotiation launch in 1-28 Oct editions | KEEP |
| September IIP | MoSPI PIB release, 28 Oct 2026, 4:00 PM | September quick estimate and August final revision | 23 | No September 2026 IIP release in 1-28 Oct editions | KEEP |
| Anti-cancer MRPs | NPPA PIB release, 28 Oct 2026, 6:44 PM | Revised list released; prices effective 9 Nov | 22 | 17 Oct TMR announcement was not covered in the final editions | KEEP |
The strongest objections were that the two Cabinet schemes were announced on 28 October rather than 29 October, the PTA remains under negotiation, IIP is a provisional estimate, and the revised MRPs are not yet effective. These are resolved by describing each status precisely and anchoring the edition to developments available before the 29 October research cutoff.
The final editions from 1 through 28 October were checked by institution, subject, action and material date. Topics already covered on 27 and 28 October, including DAC acquisition AoN, TRAI ALTD recommendations, ASUSE redesign, Garuda Shakti commencement, the Project Cheetah response, TDB-Manastu, Physical AI, BRICS Parliamentary Forum, E85/E100 amendments and other listed developments, were excluded.
Previous Coverage and Rejected Candidates
| Candidate | Official source | Decision and reason |
|---|---|---|
| Container Manufacturing Promotion Scheme | Cabinet PIB release | REJECTED for this edition because the strongest five-topic set already covered a new manufacturing scheme, trade, statistics, governance and health regulation; retaining it would add overlapping manufacturing-policy coverage without improving the MCQ set. |
| India releases four biodiversity publications at CBD COP-17 | MoEFCC PIB release | REJECTED after comparison with the stronger selected policy and regulatory milestones; the release primarily records publication releases and a policy discussion, with no distinct implementation outcome by the cutoff. |
| MoRTH Transport Mela | PIB release listing | REJECTED as a facilitation event rather than a durable national policy milestone. |
| Emerging Science, Technology and Innovation Conclave | PIB release listing | REJECTED as conference coverage without a distinct completed policy or implementation milestone. |
| Tawang International Tourism Mart | PIB release listing | REJECTED because it was a scheduled future event at the research cutoff. |
