Assam & Internal Security - DRI Seizes 76 kg Methamphetamine on the NE Frontier

The Directorate of Revenue Intelligence (DRI) reported two intelligence-led operations in Assam and Mizoram that recovered 76 kg of methamphetamine tablets. Two persons were arrested under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985. Methamphetamine is notified as a psychotropic substance under that Act.

On 25 August 2026, DRI officers, assisted by the 38th Battalion, Assam Rifles, Silchar, intercepted a 12-wheeler truck at Lalpani, about 40 km from Silchar near the Assam-Manipur border, in a convoy arriving from Jiribam. A fabricated cavity behind the driver's seat held 36 one-kilogram brick packets and 100 packets of 200 g each - 56 kg of pinkish-orange tablets. Field kits indicated amphetamine. Assam Rifles separately put the Cachar haul at about 5.60 lakh Yaba tablets, valued around ₹168 crore, moving on NH-37 (Imphal-Jiribam) with Cachar and Sribhumi (formerly Karimganj) used as transit towards mainland India. Yaba is an illicit methamphetamine-caffeine tablet associated with the Golden Triangle. Myanmar's 1,643 km unfenced border with Arunachal Pradesh, Manipur, Nagaland and Mizoram is the principal land corridor. DRI is a Finance Ministry customs-intelligence agency; it is not the Narcotics Control Bureau (NCB) under the Home Ministry.

Northeast & Space - First SIA-India Workshop outside Delhi Closes in Guwahati

The Northeast India Space Workshop 2026, organised by the Space Industry Association of India (SIA-India) with the North Eastern Space Applications Centre (NESAC), concluded in Guwahati on 26-27 August after being rescheduled from the floods. Venue: FREMAA-AWC, Basistha. Theme: "Leveraging Space Technology: Regional Transformation to Global Reach." It was SIA-India's first national space-industry dialogue outside New Delhi. NESAC, under the Department of Space, is based at Umiam, Meghalaya.

A key proposal is a Centre for Space Entrepreneurship in Assam, to be taken forward by SIA-India with the Software Technology Parks of India (STPI) and the Assam government, linked to a Bengaluru space-technology Centre of Excellence. The Northeast has about 5,484 km of international borders with five countries; workshop sessions stressed satellite communications, Earth observation, SAR and disaster early warning. Treat this as an industry-State-NESAC platform and a proposed centre, not as a notified ISRO mission, not as AssamSAT (still in partner selection, covered on 24 August), and not as a substitute for National Space Day figures covered on 23 August.

Northeast & Agriculture - Meghalaya Restricts Fertiliser to Notified Areas

Chief Minister Conrad K. Sangma told the Meghalaya Assembly on 27 August 2026 that the State is in a transition towards organic farming and aims, hectare-wise, to have the country's largest organic coverage. Chemical fertilisers are permitted only in notified areas; the government is expanding bio-fertilisers, soil testing and organic certification. Certification is under way - do not treat Meghalaya as already notified as India's largest organic State.

The Meghalaya State Organic Mission (MSOM), ₹295 crore, targets 1 lakh hectares of certified organic area by 2028 (about 27,000 ha in 2025, up from 18,000 ha in 2018). Phase II envisages about 44,000 ha more. Lakadong turmeric (GI, Jaintia Hills) is a flagship spice with high curcumin. This is a State organic-transition policy, not a Central PM-PRANAM notification and not a ban already in force statewide.

International Relations & Economy - Inaugural India-Canada Financial Dialogue

Finance Minister Nirmala Sitharaman and Canada's Finance and National Revenue Minister François-Philippe Champagne concluded the inaugural India-Canada Finance Ministers' Economic and Financial Dialogue in Toronto on 27 August 2026. It follows the March 2026 Modi-Carney meeting. Leaders' targets: two-way trade of CAD 70 billion / ₹4.65 lakh crore by 2030, and a Comprehensive Economic Partnership Agreement (CEPA) by end-2026. India said it was ready to start Bilateral Investment Treaty (BIT) talks at the earliest.

The ministers listed payments modernisation, financial stability, FinTech, capital markets and financial crime; they agreed to explore cross-border remittances and merchant payments and to broaden UPI in Canada through payment-service providers. Critical minerals were named as a strategic supply-chain area. Canadian pension funds are already large long-term investors in India. The next EFD is due in 2027. No CEPA or BIT was signed in Toronto. The US leg of Sitharaman's tour (Chicago, Asheville G20 FMCBG, New York) begins today and is scheduled, not completed.

Health - 160 District Hospitals in Phase I of Trauma-Care Scale-up

Union Health Minister J. P. Nadda on 27 August 2026 reviewed Budget 2026-27 health deliverables. After an IPHS gap analysis, 613 district hospitals were grouped in three phases to raise emergency and trauma capacity by 50%: 160 in Phase I (target March 2027), 203 in Phase II and 250 in Phase III. Three committees cover infrastructure, drugs, diagnostics and quality; human resources and skilling; and digital and pre-hospital care.

The review also tracked 1.5 lakh multi-skilled caregivers (NSQF-aligned, with MSDE) and a plan to add 1 lakh allied health professionals (AHPs) in five years across 10 disciplines. Biopharma SHAKTI is to build more than 1,000 accredited clinical-trial sites. Five Regional Medical Hubs are meant for medical-value tourism. Mental-health upgrades include a planned NIMHANS-II (1,000 beds) and strengthening of CIP, Ranchi and LGBRIMH, Tezpur (Assam) as regional apex institutes, mentored by NIMHANS, Bengaluru. This is a progress review, not a new Act and not Ayushman Bharat itself.

Economy - FY27 Disinvestment Receipts Reach ₹55,697 Crore

Reports on 28 August 2026, citing DIPAM tallies, put Central disinvestment proceeds so far in FY 2026-27 at ₹55,697 crore, about 70% of the Budget's ₹80,000 crore miscellaneous-capital-receipts target (disinvestment plus asset monetisation). The latest large OFS was Hindustan Copper (6%, about ₹2,982 crore, including greenshoe). Other OFS include LIC 6.5% (₹31,515 crore), Coal India 2% (₹5,542 crore), NHPC 6.01% (₹4,357 crore) and GIC 5% (₹3,090 crore).

These are minority OFS that leave the Centre with majority control. They are not the LIC IPO of 2022 and not a completed IDBI Bank strategic sale. Asset monetisation (including InvITs) is a separate leg of the same ₹80,000-crore head. Receipts support the 4.3% fiscal-deficit path. Treat the ₹55,697-crore figure as year-to-date mop-up, not as a target already met.

International Relations - MEA Briefs Uzbekistan Visit and 26th SCO Summit

The Ministry of External Affairs said Prime Minister Narendra Modi will pay a State visit to Tashkent on 29-30 August 2026 at the invitation of President Shavkat Mirziyoyev - his fourth visit to Uzbekistan - then travel to Bishkek on 31 August-1 September for the 26th Shanghai Cooperation Organisation (SCO) Summit at the invitation of President Sadyr Zhaparov. The summit marks 25 years of the SCO. India has been a full member since 2017. The Prime Minister will stress Security, Connectivity and Opportunity, and is also expected at the opening of the 6th World Nomad Games.

Tashkent talks will review the strategic partnership - trade, defence, digital connectivity, energy, education - and the visions Viksit Bharat 2047 and Uzbekistan-2030, with visits to the Shastri Memorial and the Mahatma Gandhi Centre at Tashkent State University of Oriental Studies. Treat 29 August-1 September as the scheduled itinerary; today's development is the official briefing, as with yesterday's BRICS note. The SCO is not NATO and not BRICS.

Sports & Chess - Praggnanandhaa Becomes First Indian Grand Chess Tour Champion

Grandmaster R. Praggnanandhaa became the first Indian to win the Grand Chess Tour, beating defending champion Fabiano Caruana (USA) 15-13 in the final at St. Louis. First prize: USD 200,000. He entered the last day trailing 3-9 after classical games, won both rapid games, and closed the blitz to 15-13. Tour earnings for 2026 reached USD 404,354; he had already won the Saint Louis Rapid and Blitz and tied for first in the Sinquefield Cup. The GCT is an elite classical-rapid-blitz circuit with a USD 2 million prize pool; the top four qualify for the finals. Wesley So took third. This is not the World Championship and not the Chess Olympiad (still upcoming).

Sports & Hockey - Indian Women Finish Fifth at the FIH World Cup

The Indian women's hockey team beat world No. 5 Germany 3-1 in the fifth-place match at Wagener Stadion, Amstelveen, on 27 August 2026, finishing fifth at the FIH Hockey World Cup 2026 (Belgium and the Netherlands). That is the side's best World Cup finish in 52 years, after fourth in the inaugural 1974 tournament under Ajinder Kaur. Ishika scored first; Navneet Kaur added a penalty-corner and an open-play goal. Lynn Krings replied late for Germany. Ranked ninth, India lost only once - 0-2 to Olympic champions and hosts the Netherlands - under coach Sjoerd Marijne, with 11 World Cup debutants. Savita Punia kept goal. This is a completed classification result, not an Asian Games gold (that tournament is still ahead).

Education - Bihar to Drop "Fail" from Board Marksheets

Bihar Education Minister Mithilesh Tiwari said the word "Fail" will be removed from Bihar School Examination Board Matric and Intermediate marksheets and replaced with "Eligible for Skill Training" (also reported as "eligible for skills"). Rules are to be amended and directives issued to the Board. He also announced a month of special classes for Matric supplementary candidates. This is a State board-certificate wording decision linked to skilling, not a CBSE circular, not NEP 2020 itself, and not yet a Gazette rewrite of the pass-fail statute. Treat the Teachers' Day Teacher Support Portal (5 September) as scheduled.
