Assam & Tea S&T - Tocklai Signs MoU for a Drone Centre of Excellence

Tocklai Tea Research Institute (TTRI), Jorhat, under the Tea Research Association (TRA), signed an MoU with Guwahati-based RC Hobbytech Solutions Pvt. Ltd. (brand Drones Tech Lab) at Cinnamara. TRA Director Dr Venkatesan Selvaraj and founder-CEO Ritesh Kanu signed the pact. A Drone Centre of Excellence at TTRI will work on drone research, precision agriculture, tea-plantation management, GIS and remote sensing, AI-based crop analytics, data processing, scientific trials and skill development.

Training will include DGCA Remote Pilot Certificate (RPC) courses on operations, spraying, GIS mapping and analytics, plus certificate programmes in smart farming for planters, estate managers, researchers and students. TRA, set up in 1911 on a PPP model, is the industry's oldest large tea R&D body and supports about 75% of Indian tea production. This is a research-and-skilling MoU, not a Tea Board subsidy and not a notified Central drone mission.

Assam & Environment - Kaziranga Has No Notified ESZ Yet

Chief Minister Himanta Biswa Sarma clarified on 27 August 2026 that his earlier 1 km Eco-Sensitive Zone (ESZ) remark applied to Bokakhat, not to the entire Kaziranga National Park and Tiger Reserve. He said Kaziranga currently has no site-specific notified ESZ, so the Supreme Court's default 10 km buffer continues to apply, and that the Centre has asked Assam to propose a tailored zone. Limits would vary: elephant-movement tracts in Karbi Anglong may need up to 10 km, while stretches along the Brahmaputra may need less. An expert-led process is to decide the widths.

The Supreme Court's June 2022 order set a minimum 1 km ESZ around national parks and sanctuaries where no notification exists, and barred mining inside ESZs. Kaziranga is a UNESCO World Heritage Site. Congress has called statewide padayatras for 29 August; treat that date as scheduled protest, not as a completed notification. No Gazette cut from 10 km to 1 km has been issued.

Northeast & Infrastructure - Bille-Miging Stretch of NH-913 Flagged Off

Construction of the 26 km Bille-Miging road (Package-I) on the Arunachal Frontier Highway (NH-913) was flagged off at Payum in Siang district. Mayasheel Ventures Ltd., camped at Kaying, is the executing agency. Payum is among the State's least-connected circles. The Frontier Highway is a strategic border road; in places it will run about 20 km from the LAC. MoRTH is building it in packages on EPC mode, with BRO, NHIDCL and the State PWD also involved on other stretches.

On 21 August the Centre had issued Letters of Acceptance for five NH-913 packages worth ₹2,423.70 crore covering about 278 km on the Sarli-Huri, Huri-Taliha and Bile-Migging sections. This flag-off is the start of one package, not completion of the full highway and not an India-China boundary settlement.

Banking & Financial Inclusion - PMJDY Completes 12 Years

The Finance Ministry marked 12 years of Pradhan Mantri Jan Dhan Yojana (PMJDY) on 27 August 2026. Launched on 28 August 2014, it is the national mission for financial inclusion. As on 19 August 2026, accounts stood at 59.09 crore with deposits of ₹3,16,514 crore (about ₹3.17 lakh crore). Women hold 55.7% (32.92 crore); 77.8% (45.95 crore) are in rural and semi-urban areas. Average deposit is ₹5,356, up 3.4 times in 12 years. Accounts have grown 2.3 times and deposits 12.8 times since August 2015.

There is no minimum-balance requirement. 41.29 crore RuPay debit cards carry ₹2 lakh accident insurance; eligible holders can get an overdraft of up to ₹10,000. PMJDY sits at the core of the JAM (Jan Dhan-Aadhaar-Mobile) trinity for Direct Benefit Transfer, and is a gateway to PMJJBY, PMSBY and MUDRA. It is not EPFO and not e-Shram (covered on 25 August).

Banking & DPI - Account Aggregators Enabled ₹3.82 Lakh Crore of Loans

Sahamati, the RBI-recognised Self-Regulatory Organisation for the Account Aggregator (AA) ecosystem since 5 June 2026, reported that AA-enabled lending in FY 2025-26 reached about ₹3.82 lakh crore across 3.68 crore loans — 8.4% of retail and MSME credit by value and 11.8% by volume. Home loans and loans against property were 1.09 lakh accounts worth ₹20,777 crore (+624% year-on-year). Banks supplied 47.3% of AA-enabled lending by value in H2 FY26, nearly matching NBFCs. New-to-credit borrowers were 18.2% of originations by volume; women were 19.8% by volume and 19.1% by value.

Account Aggregators are NBFC-AAs under RBI's 2016 Master Directions: a consent layer of India Stack that moves data from a Financial Information Provider (FIP) to a Financial Information User (FIU) only with the customer's electronic consent. They do not hold deposits or lend. This is not UPI and not a credit bureau.

Sports & Youth - PM Addresses the Khelo India Dialogue

Prime Minister Narendra Modi addressed the Khelo India Dialogue by video conference on 27 August 2026, organised by Mera Yuva Bharat (MY Bharat) as part of National Sports Day 2026 (29 August, Major Dhyan Chand's birth anniversary). The programme ran at two colleges in every district, covering more than 1,500 institutions. Yuva Samvaad themes were sports, Olympic aspirations, youth leadership, Viksit Bharat and Nasha Mukt Yuva.

He called India's thin Olympic footprint a "bitter truth": at London 2012 India competed in only 13 sports and skipped more than 20, including surfing and sport climbing, despite a long coastline and mountains. A nationwide talent hunt for children aged 5-15, announced from the Red Fort on 15 August, is meant to build a pipeline for a possible 2036 Olympics in India and for the 2030 Commonwealth Games. This is a completed dialogue, not a new statute and not the Khelo India Scheme outlay itself.

Defence & Maritime - Second SAHYOG-HOPTAC Concludes off Chennai

The Indian Coast Guard and the Vietnam Coast Guard concluded the second edition of joint exercise SAHYOG-HOPTAC (also written SAHYOG HOP-TAC) off Chennai on 27 August 2026. Eight ICG ships, six aircraft and Vietnam Coast Guard ship CSB 8002 took part, overseen by ICG Director General Paramesh Sivamani and VCG Vice Commandant Major General Luong Dinh Hung. Drills focused on search and rescue and tactical interoperability.

Yesterday's edition recorded only the 7th High-Level Meeting under the 2015 Coast Guard Cooperation MoU and treated 27 August as scheduled. Today's note is the completed drill. It is Coast Guard cooperation, not a QUAD naval exercise and not an ASEAN defence pact.

IR & Disaster Diplomacy - MEA on Indians Missing after Nepal Flash Floods

The Ministry of External Affairs said on 27 August 2026 that 288 Indian nationals remained uncontactable after flash floods on the Nepal-Tibet border, including 73 workers at the Trishuli One hydropower project. Twenty-one Indians, all from Tamil Nadu, have been rescued and are being moved via Kathmandu. About 200 Indians on the Chinese side of the Kailash Mansarovar route have sought help; about 95 were at Darchen. Prime Minister Modi spoke to Nepal's Prime Minister, offered assistance, and India has sent about 47.5 tonnes of relief, including an IAF C-130J lift.

Nepal's death and missing tallies were still rising and should not be treated as a final census. USGS attributed the surge to glacial collapse and debris flow, not an earthquake. This is disaster diplomacy and consular work, not a new India-Nepal treaty.

International Relations - MEA Briefs the 18th BRICS Summit

The Ministry of External Affairs confirmed that India will host the 18th BRICS Summit at Bharat Mandapam, New Delhi, on 12-13 September 2026, with member and partner leaders and outreach invitees. India's Chairship theme is "Building for Resilience, Innovation, Cooperation and Sustainability", tied to a people-centric "Humanity First" approach. India, a founding member, holds the Chair for the fourth time (2012, 2016, 2021, 2026), having assumed it on 1 January 2026. 2026 also marks 20 years of BRICS.

More than 350 meetings have been held in over 25 Indian cities under the three pillars: political and security; economic and financial; and cultural and people-to-people. The Chairship logo uses member-country colours around a Namaste. Treat 12-13 September as the scheduled summit, not as a completed meeting; today's development is the official briefing.

Industry & Semiconductors - Six-Pillar Strategy Pitched in Japan

Commerce and Industry Minister Piyush Goyal concluded a 24-27 August visit to Tokyo, Nagoya and Osaka. He set out a six-pillar semiconductor strategy: chip design; machinery and materials; fabrication; ATMP/OSAT; R&D; and talent. India's semiconductor demand is projected at USD 150 billion by 2032. Semicon India 1.0 committed about USD 10 billion; Semicon 2.0 adds about USD 15 billion. About 1,500 Japanese companies operate in India; the aim is to double that to 3,000. Bilateral trade was USD 27.47 billion in FY 2025-26. A CEPA review with METI was discussed on 25 August.

The 10-trillion-yen decade target and GIFT City talks were covered on 25 August; do not treat this wrap-up as a new FTA or as a signed robotics MoU. A possible Japanese robotics investment was described as taking shape, not as a notified project.
