Fisheries and Blue Economy - PMMSY Projects Launched in Puducherry

The Department of Fisheries launched infrastructure projects worth Rs 36.49 crore in Puducherry under the Pradhan Mantri Matsya Sampada Yojana (PMMSY). The projects include a fish landing centre at Nallavadu, upgradation of Puducherry Fishing Harbour and an Advanced Centre for Innovation and Capacity Development in Seaweed Farming at Karaikal.

The event also highlighted a cooperative-led approach to seaweed farming and value-chain development. The Government has notified Karaikal as a Fishing Harbour Cluster and is developing a Smart and Integrated Fishing Harbour there. Food Security - States Review Procurement, Storage and PDS Reforms

The Department of Food and Public Distribution convened State Food Secretaries to review procurement, public distribution and foodgrain storage. Paddy procurement estimates for the Kharif Marketing Season 2026-27 were fixed at 708.64 lakh metric tonnes in terms of paddy. The New Storage Policy envisages an additional 131 lakh metric tonnes of storage capacity.

The meeting reviewed technology-enabled public distribution initiatives including SMART-PDS, SARTHAK-PDS, e-KYC and mobile-number seeding. SARTHAK-PDS is the 2026-31 umbrella scheme that integrates assistance for intra-state movement of foodgrains and Fair Price Shop dealer margins with the SMART-PDS technology layer. The release also recorded e-KYC coverage of 90.64% as on 30 July 2026. These are public-distribution and food-security measures, not crop-price support schemes.

Agriculture and Water - WDC-PMKSY Review Focuses on Watershed Outcomes

The Union Rural Development Minister reviewed the Watershed Development Component of Pradhan Mantri Krishi Sinchayee Yojana (WDC-PMKSY). The review stressed faster implementation, measurable outcomes and the role of watershed development in improving soil moisture, water availability, farm productivity and livelihoods.

Watershed development is not limited to constructing water bodies. It is a landscape-based approach that can include soil and water conservation, recharge, drainage treatment and support for productive land use. PMKSY covers several water-management components, while WDC-PMKSY specifically focuses on watershed development. Candidates should distinguish it from micro-irrigation assistance and from crop-insurance schemes.

Economy and Assam - Onion Buffer Stocks Reach Guwahati Through Targeted Release

The Government expanded the release of onion buffer stocks under the Price Stabilization Fund (PSF) to moderate seasonal price pressures. Buffer disposal began on 24 August through NAFED and NCCF, using railway rakes known as Kanda Express and road transport. The retail intervention was expanded to 19 cities, including Guwahati.

Onions were made available at Rs 35 per kg through NCCF, NAFED, Kendriya Bhandar outlets and mobile vans. The release distinguishes two channels: bulk disposal at prevailing mandi prices and retail intervention for consumer availability. The PSF is used to support price stabilisation of essential commodities. It should not be confused with a Minimum Support Price procurement operation, which serves a different policy purpose.

Agriculture - PM Dhan-Dhaanya Krishi Yojana Reviews Progress in 100 Districts

The Agriculture Ministry reviewed progress of the Prime Minister Dhan-Dhaanya Krishi Yojana (PM-DDKY) in 100 identified districts. The review focused on district action plans, field monitoring, capacity building, financial progress, convergence and beneficiary-level outcomes. The programme uses convergence of 36 schemes to improve agricultural outcomes.

The average score of the 100 districts reportedly improved from 22.54 in April 2026 to 38.85 in July 2026. A Beneficiary Progress Module is targeted to systematically capture beneficiary-level progress. The important exam point is that PM-DDKY uses coordinated implementation and outcome monitoring at the district level. A dashboard score is a management indicator, not a direct measure of crop production or household income.

Critical Minerals - Eighth Auction Tranche Includes Five Chhattisgarh Blocks

The Ministry of Mines held a roadshow in Raipur for the eighth tranche of auction of Critical and Strategic Mineral Blocks. The tranche comprises 20 blocks across nine States: 17 Composite Licence blocks and three Mining Lease blocks. Five of the blocks are in Chhattisgarh.

The minerals listed in the tranche include graphite, rare earth elements, rare metals, vanadium, gallium, titanium, molybdenum, tungsten, potash, phosphorite and glauconite. The release stated that 56 of the 88 Critical and Strategic Mineral Blocks offered so far had been successfully auctioned. A Composite Licence provides for prospecting followed by a mining lease on meeting conditions, while a Mining Lease permits mining under the applicable framework. Critical minerals matter for clean energy, advanced manufacturing and strategic industries.

Official Statistics - MoSPI Study to Develop Monthly Consumption Framework

MoSPI signed an MoU with Thapar Institute of Engineering and Technology for a research study on a predictive and analytical framework for monthly consumption expenditure in India. The study will use Household Consumption Expenditure Survey data to estimate Monthly Per Capita Consumption Expenditure (MPCE) at national and State levels.

The proposed work will analyse household consumption patterns and generate evidence for poverty estimation and economic planning. The MoU is a research collaboration, not publication of a new official poverty line or a replacement for the Household Consumption Expenditure Survey. MPCE represents average consumption expenditure per person over a month and is an important measure in household-consumption analysis.

Science and Technology - C-DOT Unveils Indigenous Quantum Communication Products

The Centre for Development of Telematics (C-DOT) unveiled 14 indigenous quantum products during its 43rd Foundation Day. The portfolio covers Quantum Key Distribution (QKD), Post-Quantum Cryptography (PQC), quantum-safe encryptors and communication components for telecom, wireless, optical, enterprise and strategic networks.

QKD is a technique for generating and distributing cryptographic keys using quantum principles. PQC refers to cryptographic methods intended to resist attacks from future quantum computers. The products include Q-AKSHAY systems for QKD and quantum-safe encryptors such as Q-SETU and Q-MAHASETU. C-DOT is the telecom research and development centre of the Department of Telecommunications, Ministry of Communications.

Cooperative Federalism - Bihar and Jharkhand Sign Sone River Water-Sharing MoU

Bihar and Jharkhand signed an MoU on sharing Sone River water, resolving a water dispute that had continued for nearly 25 years. The agreement is intended to support irrigation and drinking-water availability in districts of both States.

The release described the agreement as the fourth inter-state agreement reached during the year through the Inter-State Council process. It covers Bihar districts including Bhojpur, Buxar, Rohtas, Kaimur, Aurangabad, Arwal, Gaya and Patna, and regions of Jharkhand including Palamu and Garhwa. The development is a practical example of cooperative federalism and negotiated settlement of an inter-state water issue. An MoU records agreed cooperation; its implementation remains subject to the terms and applicable law.

Science and Health - Quantum Biotechnology Linked to Diagnostics and Precision Medicine

A National Conference on Quantum Biotechnology brought together quantum-science and life-science researchers to examine applications in diagnostics, biomedical imaging, drug discovery and precision medicine. The conference was aligned with the National Quantum Mission (NQM).

Quantum biotechnology combines quantum sensing, imaging and computing with life sciences. QMet Tech Foundation, the thematic hub for Quantum Sensing and Metrology under NQM, is located at IIT Bombay with Department of Science and Technology support. The field seeks to translate highly sensitive quantum measurement into deployable health and biological technologies. It is an emerging research frontier, not a clinical treatment or a new public-health scheme.
