Introduction
Today's edition focuses on social security, defence production, regional energy cooperation, trade, regulation, animal health, food policy, rail infrastructure and electric mobility. The selected developments were issued or concluded by official institutions on 18 September, with one recent NITI Aayog index included because it offers a useful report-and-policy angle. Revise the policy purpose behind each announcement rather than memorising isolated figures.
Economy and Social Security - EPFO Wage Ceiling Raised to Rs. 25,000
The Union Cabinet approved an increase in the wage ceiling for mandatory coverage under the Employees' Provident Fund Organisation (EPFO) from Rs. 15,000 to Rs. 25,000 per month. The decision is expected to bring more than 51 lakh additional employees into the statutory social-security framework, subject to the applicable provisions.
For Assam, the PIB Guwahati release reported around 3,21,137 contributing members across approximately 6,900 establishments under the Regional Office, Guwahati. The expanded coverage connects workers with the three major EPFO-administered schemes: the Employees' Provident Fund (EPF), the Employees' Pension Scheme (EPS) and the Employees' Deposit Linked Insurance Scheme (EDLI). The exam distinction is between the wage ceiling for mandatory coverage and the separate functions of provident fund, pension and insurance protection.

Defence and Aerospace - HAL Transfers Indigenous Aircraft and Helicopters
Hindustan Aeronautics Limited handed over two LCA Tejas Final Operational Clearance (FOC) twin-seater trainers and three HTT-40 basic trainers to the Indian Air Force. It also handed over four Dhruv Next Generation (NG) helicopters to Pawan Hans Limited (PHL) at an event in Bengaluru.
The handover is relevant to questions on indigenous aerospace capability and the distinction between military and civil aviation applications. The LCA Tejas trainers and HTT-40 aircraft were transferred to the IAF, while the Dhruv NG helicopters were handed over to PHL for civil operations. The Ministry of Defence described the development as part of India's effort to build self-reliance through public-sector and private-sector cooperation.

International and Energy Cooperation - BIMSTEC Energy Centre Programme Concludes
The BIMSTEC Energy Centre organised a five-day capacity-building programme on new and emerging technologies in the power sector from 14 to 18 September in Bengaluru. The programme covered generation, transmission, distribution and end use, and included technical visits to major power-sector facilities.
Participants from the seven BIMSTEC member states used the programme for technical capacity building and knowledge sharing. Topics included Flexible AC Transmission Systems (FACTS), High-Temperature Low-Sag (HTLS) conductors, Dynamic Line Rating, Grid-Forming Converters and the India Energy Stack. The BIMSTEC Energy Centre became operational in Bengaluru on 1 April 2025 and functions as a centre of excellence for regional energy cooperation, energy security and electricity integration.

International Relations - India and UAE Reaffirm Strategic Partnership
Prime Minister Narendra Modi received a telephone call from UAE President Sheikh Mohamed bin Zayed Al Nahyan. The leaders discussed measures to deepen the India-UAE Comprehensive Strategic Partnership in energy, defence, technology, investment and health.
The UAE President congratulated the Prime Minister on India's successful BRICS Presidency. The leaders also exchanged views on West Asia and reaffirmed cooperation and coordination for regional peace, security and stability. For examination purposes, separate the bilateral partnership agenda from the wider multilateral reference to BRICS and the regional-security discussion.

Economy and Trade - Textile Exports Rise in August
India's textile exports increased by 16.1% year-on-year in August 2026 to Rs. 29,776 crore, compared with Rs. 25,656 crore in August 2025. During April to August 2026, cumulative textile exports reached Rs. 1.43 lakh crore, registering 10.3% growth over the corresponding period of the previous year.
The growth was broad-based. Cotton yarn, fabrics, made-ups and handloom products grew by 24.1%; man-made yarn, fabrics and made-ups by 19.9%; carpets by 15%; and handicrafts other than handmade carpets by 41.4%. The policy relevance lies in value addition, market diversification and the sector's links with manufacturing, exports and employment.

Governance and Telecom Regulation - TRAI Tightens the UCC Framework
The Telecom Regulatory Authority of India amended the Telecom Commercial Communications Customer Preference Regulations, 2018 (TCCCPR, 2018) to strengthen action against Unsolicited Commercial Communications (UCC), protect consumers from spam and prevent misuse of telecom resources.
The regulatory work followed a consultation on a draft third-amendment framework. The areas considered included technology-assisted suspected-UCC detection, complaint-based action, explicit-consent mechanisms, accountability of senders and telemarketers, Application-to-Person calls, and safeguards for headers and content templates. The important distinction is that the 18 September announcement concerned an amendment to the existing regulation, not merely a proposal under consultation.

Agriculture and Animal Health - Workshop on FMD-Free Zones Concludes
The Department of Animal Husbandry and Dairying, in collaboration with the World Organisation for Animal Health (WOAH), concluded a three-day PVS-PPP Targeted Support Workshop on FMD-Free Zone Development in India. The workshop was held from 15 to 17 September at the National Agricultural Science Complex in New Delhi.
Representatives from the Department, 12 State Animal Husbandry Departments, WOAH, veterinary diagnostic institutions, the National Dairy Development Board, ICAR research institutions, industry and livestock stakeholders participated. The PVS-PPP approach links veterinary-service evaluation with public-private partnerships. The examination angle is the role of state action plans, surveillance, veterinary capacity and stakeholder coordination in controlling Foot-and-Mouth Disease (FMD).

Food Policy - Bulk Sugar Stockholding Limit Relaxed
The Government relaxed the sugar stockholding limit for bulk consumers from 15 days to 30 days of consumption. The additional stock beyond the earlier 15-day limit must be sourced exclusively from sugar imported under the Advance Authorisation Scheme (AAS) and Tariff Rate Quota (TRQ). The stockholding limit for sugar purchased from the open market remains 15 days of consumption.
Bulk consumers are entities that use more than 10 metric tonnes of sugar per month as a raw material or for production, consumption or use. The Department of Food and Public Distribution will receive weekly stock disclosures every Friday through its online portal. This measure is designed to give genuine industrial consumers greater operational flexibility without placing the same additional pressure on domestic stocks.

Railways and Infrastructure - New Mukutban-Gadchandur Rail Line Approved
Indian Railways approved a 38.21-kilometre new rail line between Mukutban in Adilabad and Gadchandur in South Central Railway at a cost of Rs. 493 crore. The project will improve connectivity to industrial and mining centres in Yavatmal and Chandrapur districts, including coal, cement and limestone clusters.
The line is expected to support 6.08 million tonnes per annum of freight and two MEMU trains in each direction per day after commissioning. It will provide a shorter route, help decongest the Balharshah-Nagpur High-Density Network route and connect with the Majri-Nanded route. The exam focus is the relationship between transport infrastructure, freight efficiency, industrial clusters and regional development.

Reports and Indices - Second India Electric Mobility Index
NITI Aayog launched the second edition of the India Electric Mobility Index (IEMI) during a workshop on State EV Policies. The index provides a data-driven framework for comparing how States and Union Territories are progressing on electric mobility and for supporting evidence-based policy decisions.
The release noted that 29 of India's 36 States and Union Territories had notified EV policies. The highest State score increased from 77 to 84, while the median score rose from 36 to 40 over the previous year. The Unified Bharat e-Charge app was also highlighted as an initiative to improve access to charging infrastructure. The IEMI is therefore a monitoring and benchmarking tool, not a vehicle-sales ranking alone.
