Introduction
Today's edition focuses on completed developments in India’s neighbourhood diplomacy, public policy, health, science and technology, energy, mining and sanitation. Revise the purpose of each programme and distinguish an inaugurated project from a future plan. The India–Bhutan release is especially useful for Northeast-linked questions because it mentions the Hatisar immigration-post commitment in Assam.
International Relations - India and Bhutan Deepen Development Cooperation
India’s External Affairs Minister visited Bhutan from 16 to 18 September 2026. The two sides reviewed bilateral cooperation and jointly inaugurated or launched several projects, including the 65-bed Gyaltsuen Jetsun Pema Mother and Child Hospital, the Jaganathan Bridge, the transfer of 43 Jersey cows and the handover of 54 electric vehicles. They also laid the foundation stone for the 500-kilowatt Lunana Hydropower Project.
The joint release recorded a new INR 4,000-crore concessional Line of Credit for energy projects. It also reaffirmed India’s commitment to establish an Immigration Check Post at Hatisar in Assam to facilitate movement connected with Bhutan’s Gelephu Mindfulness City. The Hatisar reference links subregional connectivity with India–Bhutan relations.

MSME and Schemes - PM Vishwakarma Completes Three Years
The Ministry of Micro, Small and Medium Enterprises marked the third anniversary of PM Vishwakarma on 18 September. The scheme supports traditional artisans and craftspeople through skill training, modern tools, institutional credit and market linkages. The ministry reported 30 lakh registered beneficiaries, with around 24.50 lakh having received basic skill training.
The anniversary event in Kolkata also highlighted West Bengal’s onboarding for implementation in May 2026. For examination purposes, remember the scheme’s target group and its livelihood-oriented approach. Registration, training and enterprise support are different stages; the number of registered artisans should not be read as the number that has completed training.

Health - World Patient Safety Day 2026
The Union Health Ministry commemorated World Patient Safety Day 2026 with the theme “Safe Care for Noncommunicable Diseases (NCDs)”. The observance emphasised that patient safety must be built into prevention, diagnosis, treatment and long-term management rather than assigned to one programme alone.
The day is observed annually on 17 September following its adoption by the World Health Assembly. The 2026 focus connects patient-safety systems with the growing burden of NCDs. India’s National Quality Assurance Standards and National Patient Safety Implementation Framework were cited as part of the institutional quality-and-safety context.

Science and Technology - SEMICON India 2026 and Semicon 2.0
The Prime Minister inaugurated the fifth edition of SEMICON India 2026 in New Delhi on 17 September. The event’s theme is “Silicon to Systems: Building the Ecosystem” and it brings together industry, policymakers, investors, academia and start-ups. The inauguration presented the roadmap for Semicon 2.0, covering semiconductor design, equipment, manufacturing, advanced packaging, research and development, and talent development.
The Government also announced new commercial semiconductor production lines. The examination distinction is important: a semiconductor ecosystem includes more than fabrication plants; design, packaging, equipment, research and skilled talent are linked parts of the value chain.

Science and Environment - India’s 51st Doppler Weather Radar
India’s 51st Doppler Weather Radar was inaugurated at Sambalpur, Odisha, under the wider Mission Mausam effort. The facility is intended to improve weather monitoring and early-warning capability over western Odisha and adjoining areas of Jharkhand, Chhattisgarh, Andhra Pradesh and West Bengal.
The national network has expanded from 14 Doppler Weather Radars in 2014 to 51 in 2026. Around 40 additional radars are planned, which would take the network to about 81; that is a planned expansion, not the current count. Radar observations support more localised forecasting for thunderstorms, lightning, heavy rainfall and other hazards.

Health Regulation - National Pharmacovigilance Week
The Indian Pharmacopoeia Commission inaugurated the sixth National Pharmacovigilance Week for 17–23 September 2026. Its theme is “Promoting Rational Use of Medicines through Pharmacovigilance - A Step Towards Safer Healthcare.” The campaign seeks to increase awareness of adverse drug reaction reporting among healthcare professionals, researchers and the public.
The Indian Pharmacopoeia Commission serves as the National Coordination Centre for the Pharmacovigilance Programme of India, or NCC-PvPI. Pharmacovigilance is the monitoring and assessment of medicine-related risks after products are used; it is not the same as quality testing before a medicine is approved.

Governance - Swachhata Hi Seva 2026
The Department of Financial Services formally launched the nationwide Swachhata Hi Seva 2026 campaign on 17 September. It is being observed from 17 September to 2 October under the theme “Swachhata Mein Sahbhag, Swachh Bharat, Viksit Bharat.” Public sector banks, public sector insurers, financial institutions, Regional Rural Banks, State Level Bankers’ Committees, regulatory bodies and other offices are participating.
The campaign includes cleanliness work as well as SafaiMitra Suraksha Evam Samman Shivirs offering welfare services, health check-ups, protective equipment and financial-inclusion support. The key exam point is the campaign period and theme, not a routine cleanliness pledge.

Economy and Energy - Sixteenth Round of Commercial Coal Auctions
The Ministry of Coal launched the 16th round of commercial coal mine auctions on 17 September. At the same event, Coal Mine Development and Production Agreements were handed over for six mines auctioned in earlier rounds: Tara (Revised), Margo West, Margo East, Mandla South, Dongeri Tal-II and Dip Side of PKoC.
Commercial coal mining auctions are designed to allow wider participation in coal mining rather than limiting the activity to the earlier captive-use model. The distinction between launching a new auction round and executing agreements for earlier successful bids is a useful way to read the announcement accurately.

Mining and Local Development - PMKKKY
The PIB factsheet on the Pradhan Mantri Khanij Kshetra Kalyan Yojana recalled that the scheme was launched on 17 September 2015. It directs funds collected through District Mineral Foundations towards welfare and development projects in mining-affected areas.
The policy idea is that mineral extraction can impose costs on communities through displacement, pollution and loss of traditional livelihoods. District Mineral Foundations collect statutory contributions from holders of mining leases, and PMKKKY channels this framework toward social and physical infrastructure. Do not confuse a District Mineral Foundation with a mining company or a general district-development fund.

Industry - Electronics Components Manufacturing Scheme
The Electronics Components Manufacturing Scheme is intended to deepen India’s electronics value chain. The PIB factsheet notes that electronics production rose from Rs. 1.9 lakh crore in 2014–15 to Rs. 13.11 lakh crore in 2025–26, while electronics exports increased from over Rs. 38,000 crore to Rs. 4.24 lakh crore over the same period.
The scheme focuses on components, sub-assemblies, supply-chain products and related capital goods. Examples of import-dependent components identified in the factsheet include printed circuit boards, camera and display modules, connectors, capacitors, lithium-ion cells and rare-earth magnets. The aim is greater domestic value addition and supply-chain resilience, not merely higher assembly volume.
