Introduction
Today's revision covers the EPFO wage-ceiling decision, simpler export compliance, rural sanitation assessment, climate reporting and two NITI Aayog publications. Institutional changes, traditional knowledge, hydrogen research and a major cinema award complete the edition. Focus on the purpose of each measure and the distinction between an approval, a reported finding and an implemented outcome.
Labour and Social Security - Cabinet Approves Higher EPFO Wage Ceiling
On 16 September, the Union Cabinet approved raising the monthly wage ceiling for mandatory Employees' Provident Fund Organisation coverage from Rs. 15,000 to Rs. 25,000. The Government estimates that more than 51 lakh additional employees could enter mandatory coverage. This is a social-security coverage threshold, not a new national minimum wage or a salary increase for every worker.
EPFO administers provident-fund savings, pension protection through the Employees' Pension Scheme and linked insurance through EDLI. The decision concerns widening access under the applicable schemes; approval should not be confused with proof that every projected beneficiary has already enrolled.

Economy - RCMC Exemption for Small Export Consignments
The Directorate General of Foreign Trade amended Paragraph 2.57 of the Foreign Trade Policy, 2023, easing registration requirements for small exporters. Consignments with a Free-on-Board value up to Rs. 3 lakh no longer require an RCMC or Certificate of Registration where the policy would otherwise require one. RCMC means Registration-cum-Membership Certificate.
Above that threshold, the existing requirement continues wherever applicable. The relief targets compliance costs for MSMEs, artisans and first-time exporters, including those using postal or courier channels. Remember that the threshold applies to a consignment's FOB value: it is not an annual turnover limit or a general exemption from all export formalities.

Governance - Swachh Seva Aankalan Launched
Launched on 15 September and reported the next day, Swachh Seva Aankalan is an annual digital self-assessment framework under Swachh Bharat Mission (Grameen) 2.0. ODF Plus (Model) Gram Panchayats assess sanitation services with village committees and communities. The assessment covers sustained freedom from open defecation, cleanliness, waste management and the functioning of sanitation assets.
The Gram Sabha discusses and validates the findings, which district and State authorities can use to identify gaps and plan corrective work. Its examination value lies in local accountability: constructing an asset and keeping that asset functional are different measures of public-service delivery.

Environment - Net Zero Portal and NAPCC Dashboard
The Environment Ministry launched two climate platforms in Mumbai on 16 September. The Net Zero Portal brings voluntary commitments by Indian entities onto a common platform. Participants can disclose greenhouse-gas emissions, targets and annual progress. It encourages Scope 1 and Scope 2 reporting, while Scope 3 reporting remains voluntary.
The National Action Plan on Climate Change Dashboard serves a different purpose: monitoring implementation across national climate missions. Keep voluntary entity disclosures separate from government mission monitoring. Publishing a target improves transparency, but a declaration alone does not demonstrate that an organisation has eliminated or balanced its emissions.

Reports and Indices - India Electric Mobility Index
NITI Aayog released the second India Electric Mobility Index at its workshop on State EV policies on 16 September. The release reported that 29 of the country's 36 States and Union Territories had notified EV policies. The highest State score increased from 77 to 84, while the median rose from 36 to 40.
The index provides evidence for comparing progress and improving policy. It should not be read as the percentage of vehicles that are electric. Charging reliability, public transport and differing State capacities are important policy considerations; a higher index score and a higher EV market share are not interchangeable statistics.

Economy and Reports - Ninth Trade Watch Quarterly
NITI Aayog released its ninth Trade Watch Quarterly on 16 September, covering April-June 2026, the first quarter of financial year 2026-27. The release put India's merchandise and services trade at USD 506.9 billion, up 15.5% year-on-year. Its thematic focus is metals and ores, including critical minerals and higher-value non-ferrous metals.
For revision, separate the report's publication date from its reference period. Also distinguish total trade from exports alone. The sectoral analysis links mineral access, processing and domestic value addition with manufacturing and the energy transition: mineral availability matters, but so does the capacity to turn resources into higher-value products.

Polity - Central Board of Film Certification Reconstituted
The Government reconstituted the Central Board of Film Certification with 18 members through a notification issued on 16 September. The tenure is three years or until further orders, whichever is earlier. The stated legal basis is Section 3(1) of the Cinematograph Act, 1952, read with Rule 3 of the Cinematograph (Certification) Rules, 2024.
This illustrates the distinction between a statutory institution and a constitutional body. The Board's authority is grounded in legislation; changing its membership does not amount to a constitutional amendment. For an institutional question, the enabling law is more useful than memorising the entire list of members.

International Relations - BIMSTEC and Traditional Knowledge
The third BIMSTEC conference on traditional medicine knowledge, genetic resources and intellectual property began in Goa on 16 September. The Ministry of Ayush organised it with the All India Institute of Ayurveda, Goa, as nodal institute. Discussions addressed documentation, community rights, prior informed consent and equitable benefit-sharing.
The Traditional Knowledge Digital Library featured in discussions on prior-art protection. Documenting existing knowledge can help establish that a claimed invention is not genuinely new. Protecting such knowledge is not the same as freely commercialising it: access, consent and benefit-sharing remain separate concerns. The opening sessions should not be described as a concluded regional agreement.

Science and Technology - Carbon Catalyst Research for Hydrogen
Research from IIT Gandhinagar, reported on 16 September, examined monolayer amorphous carbon, a one-atom-thick material with a disordered atomic structure. The computational study combined quantum-mechanical calculations with machine learning to examine potential hydrogen-reaction sites. Its findings were published in npj 2D Materials and Applications.
Certain irregular local structures offered promising hydrogen adsorption properties, suggesting a possible metal-free catalyst approach. The researchers explicitly called for experimental validation. This is a research result, not a commercially deployed hydrogen-production system. The key scientific idea is that structural disorder can sometimes create useful reaction sites rather than simply weakening a material.

Awards and Culture - Anant Nag Selected for Dadasaheb Phalke Award
On 16 September, the Government announced Anant Nag as the recipient selected for the Dadasaheb Phalke Award for 2024, recognising his contribution to Indian cinema. The award year is 2024 even though the selection was announced in 2026. This edition records that announcement, not a completed presentation ceremony.
Instituted in 1969, the award first went to Devika Rani. It honours an outstanding contribution to the development of Indian cinema rather than a performance in just one film. For competitive examinations, retain the recipient, field and award year, and distinguish this career-level recognition from individual-film acting awards.

No. It concerns the specified registration requirement for eligible small-value consignments, not every compliance obligation.
Who validates Swachh Seva Aankalan findings locally?
The Gram Sabha discusses and validates the assessment findings.
Are the Net Zero Portal and NAPCC Dashboard interchangeable?
No. One records voluntary entity commitments; the other monitors national climate missions.
Which award year applies to Anant Nag's announced selection?
The Dadasaheb Phalke Award is for 2024; the selection announcement was made in September 2026.
