Banking and Law - Bankers’ Books Evidence Act, 2026
The Government notified 1 October 2026 as the date on which the Bankers’ Books Evidence Act, 2026 will come into force. The Act received Presidential assent on 13 August 2026 and replaces the Bankers’ Books Evidence Act, 1891. It modernises the legal framework for using banking records as evidence in judicial proceedings.
The new framework is technology-neutral: it recognises records maintained in physical, electronic, digital, virtual and cloud-based forms. It also provides a simplified and standardised process for certifying banking records, including by manual, digital or electronic signatures. This does not mean that every banking record is automatically accepted without the legal process; the purpose is to make legally admissible records easier to identify and certify. Candidates should remember the difference between the law's notification date and its commencement date, and connect the topic with banking regulation, evidence law and digital records.

Northeast Rural Development - Ministry Review in Manipur
Senior officers of the Ministry of Rural Development completed a two-day Area Officer visit to Bishnupur and Churachandpur districts of Manipur between 8 and 10 September 2026. The visit monitored the implementation and progress of ongoing rural-development schemes, with interaction among Self-Help Groups, beneficiaries and local stakeholders.
This is a Northeast governance update rather than an announcement of a new central scheme. Area Officer visits are part of implementation monitoring: they help the Union ministry assess outreach, identify practical gaps and review how benefits reach intended communities. For examination purposes, the key association is the Ministry of Rural Development with field monitoring of rural-development programmes in Manipur. Do not confuse a monitoring visit with a financial sanction, a scheme launch or a State legislative measure. The role of Self-Help Groups also connects the update with community-based livelihoods and social mobilisation.

Public Health and Biotechnology - Reference Substance for Enoxaparin
The Indian Pharmacopoeia Commission (IPC) released an Indian Pharmacopoeia Reference Substance (IPRS) for Enoxaparin Sodium for bioassays during a national conference on biosimilar quality and safety. IPC is an autonomous institution under the Ministry of Health and Family Welfare and plays a standards-setting role in the quality of medicines in India.
Reference substances are used as recognised comparators in laboratory testing and quality assurance. Their release supports consistency in bioassays and helps laboratories evaluate medicines against established standards. The update should not be interpreted as the launch of a new consumer medicine or a new vaccination programme. Its examination value lies in the institutional distinction: IPC is linked to pharmacopoeial standards and medicine quality, while drug approval, licensing and clinical regulation involve different authorities and processes. Biosimilars are biological medicines shown to be highly similar to an existing reference product after appropriate evaluation.

Culture and Urban Development - Art District MoU at Kharghar
The Ministry of Culture and the Government of Maharashtra, through the City and Industrial Development Corporation (CIDCO), signed a Memorandum of Understanding to develop a dedicated Art District at Sector 24, Central Park, Kharghar in Navi Mumbai. CIDCO will make available about four hectares of land for the project.
The proposed district is intended to bring together galleries, cultural institutions, artist studios and residencies, storage facilities, art-education spaces and supporting infrastructure. The MoU is an agreement for development; it is not evidence that the district is already operational. Questions can test the location, the participating institutions and the role of CIDCO. The update also illustrates how cultural infrastructure can be developed through cooperation between a Union ministry and a State-level urban-development agency. Candidates should not confuse Kharghar with a centrally administered museum or with a heritage-site declaration.

International Relations and Trade - India-Russia Engagement at BRICS
The Prime Minister met the President of the Russian Federation on the sidelines of the 18th BRICS Summit in New Delhi. The leaders reviewed bilateral cooperation in areas including political relations, the economy, defence, energy, space, skill mobility and people-to-people exchanges. They also welcomed the first edition of INNOPROM India, an industrial exhibition held in India from 9 to 11 September.
For examination purposes, distinguish a bilateral leaders’ meeting from a formal treaty or a new multilateral organisation. BRICS is a multilateral grouping, while this engagement was a bilateral India-Russia meeting held alongside the summit. INNOPROM India is relevant as an industrial and trade-engagement platform, not as a defence exercise. The wider point is that bilateral partnerships can include several sectors at once, such as energy, space and skills, without all those areas becoming a single agreement.

Labour and Social Security - Building and Other Construction Workers
The Ministry of Labour and Employment, with the Government of Maharashtra, began a national conference on Building and Other Construction Workers (BOCW) in Mumbai. The first day included the release of a Compendium of Initiatives for BOCW workers and discussion of State practices on education, beneficiary verification, health support, mobility, welfare and social security.
Building and other construction workers are covered by a specialised welfare framework because their work is often mobile, temporary and hazardous. A key examination concept is the BOCW welfare cess, which is associated with financing welfare measures for eligible construction workers. The conference itself does not amend the law or create an automatic pension entitlement; it is a policy-review and coordination event. Candidates should connect BOCW questions with labour welfare, cess utilisation, worker registration and the role of State welfare mechanisms, rather than with the Employees’ State Insurance scheme alone.

Child Rights - CARA and Legal Adoption
The Central Adoption Resource Authority (CARA) organised an adoption-awareness workshop in Delhi with the Department of Women and Child Development of the NCT of Delhi and the State Adoption Resource Agency. The workshop focused on a legal, transparent and child-centric adoption process and on preventing illegal adoption.
CARA functions under the Ministry of Women and Child Development. The update is important because it highlights the coordinated role of agencies such as State Adoption Resource Agencies, Child Welfare Committees, District Child Protection Units, Specialised Adoption Agencies, health authorities and police in protecting children’s rights. Illegal adoption undermines the safeguards provided under the Juvenile Justice (Care and Protection of Children) Act, 2015. In prelims, do not confuse CARA with the National Commission for Protection of Child Rights: both concern child welfare, but their institutional functions differ.

Women’s Livelihoods - Seventh Gender Samvaad
The seventh Gender Samvaad was organised by the Deendayal Antyodaya Yojana–National Rural Livelihoods Mission (DAY-NRLM) of the Ministry of Rural Development, in collaboration with IWWAGE. The edition focused on “Participation to Leadership: Enhancing Women’s Agency in Livelihoods” and brought together Self-Help Group women, State Rural Livelihoods Mission teams, policymakers and practitioners.
DAY-NRLM uses a community-institution approach to support rural livelihoods, especially through Self-Help Groups and their federations. Gender Samvaad is a knowledge-sharing and dialogue platform; it is not a separate cash-transfer scheme. The relevant conceptual distinction is between women’s participation in an activity and women’s agency in decision-making, leadership and economic institutions. Candidates should remember DAY-NRLM’s parent ministry and its connection with rural livelihoods, social mobilisation and SHGs.

Ocean Science and Biodiversity - Deep-sea Macrofauna Taxonomy School
The Centre for Marine Living Resources and Ecology (CMLRE) in Kochi hosted a five-day Deep-sea Macrofauna Taxonomy School from 7 to 11 September under collaboration involving the International Seabed Authority (ISA), the Ministry of Earth Sciences, the Indian Ocean Rim Association and the National Marine Biodiversity Institute of Korea. The programme addressed standardised approaches to deep-sea biodiversity assessment.
Taxonomy is the science of identifying, naming and classifying organisms. The school included work on macrofauna identification, benthic sample collection, DNA barcoding, scanning electron microscopy and biodiversity-data analysis. CMLRE functions under the Ministry of Earth Sciences, not the Ministry of Environment, Forest and Climate Change. The update connects India’s deep-ocean research with international scientific capacity-building and biodiversity governance. Do not confuse the International Seabed Authority with a national port or shipping regulator.

Defence and Maritime Diplomacy - INS Sudarshini at Livorno
Indian Navy sail-training ship INS Sudarshini arrived at Livorno, Italy, as part of the transoceanic expedition Lokayan 2026. During its Mediterranean passage, the ship carried out a Passage Exercise with the Italian Navy sail-training ship ITS Palinuro, involving coordinated manoeuvring and sail-handling drills.
INS Sudarshini is a sail-training ship, and the port call supports professional exchange and maritime diplomacy. It should not be mistaken for a combat deployment or a multilateral naval exercise. The voyage advances the concept of MAHASAGAR: Mutual and Holistic Advancement for Security and Growth Across Regions. For defence questions, retain the pairing of INS Sudarshini with Lokayan 2026 and Livorno, Italy; for international-relations questions, note that port calls and passage exercises can serve confidence-building and training roles.
