Science, Governance and Assam - Legal Metrology Rules Establish a National IST Framework

The Government has notified the Legal Metrology (Indian Standard Time) Rules, 2026 to establish Indian Standard Time as a common, legally recognised and traceable time reference for the country. The Rules were notified on 27 August and published in the Official Gazette on 29 August 2026. They will come into force 180 days after publication.

The Legal Metrology Department is the regulatory and enforcement authority under this framework, while CSIR-National Physical Laboratory (CSIR-NPL) is India's National Metrology Institute and maintains the national atomic time scale. IST is kept traceable to Coordinated Universal Time. The distributed timing architecture includes Regional Reference Standard Laboratories at Ahmedabad, Bengaluru, Bhubaneswar, Faridabad and Guwahati. NavIC, network time protocols and high-precision optical-fibre technologies can support time dissemination. The main examination distinction is between the legal framework for IST and the scientific infrastructure that maintains and distributes it.

Health and Education - UGC Notifies Allied and Healthcare Degrees Under NCAHP

The University Grants Commission notified 33 new and 21 restructured or updated undergraduate and postgraduate degrees under the regulatory purview of the National Commission for Allied and Healthcare Professions (NCAHP). The notification is the fifth amendment to the Specification of Degrees under Section 22(3) of the UGC Act, 1956.

The reform aims to bring uniformity in course duration, degree nomenclature and entry qualifications under a "One Nation, One Curriculum" approach. Covered fields include physiotherapy, occupational therapy, optometry, medical laboratory sciences, emergency medical technology, anaesthesia and operation theatre technology, nutrition and dietetics, radiology, respiratory technology and health information management. NCAHP derives its mandate from the NCAHP Act, 2021 and has released competency-based curricula covering 28 professions. Candidates should remember that NCAHP regulates standards in allied and healthcare professions; it is distinct from bodies governing medical practitioners or nursing education.

Infrastructure and Environment - High-RAP Road Technology Demonstrated on NH-716

CSIR-Central Road Research Institute, Oriental Structural Engineers and Ooms India demonstrated the use of 60% Reclaimed Asphalt Pavement (RAP) in the Dense Bituminous Macadam layer on NH-716, Chennai-Tirupati Package-I. The field-scale demonstration tested high-RAP recycling under actual highway construction conditions.

RAP consists of recovered aggregate and aged bitumen from an existing pavement. Its reuse can reduce demand for virgin aggregate and bitumen, lower construction waste and support circular road building. A key part of the demonstration was REJUBIT, an indigenous RAP rejuvenator jointly developed by CSIR-CRRI and Ooms India; it is intended to restore useful properties of aged bitumen. RAP is not a new road surface by itself. It is reclaimed material that must be processed, characterised, designed into a mix and subjected to quality control before reuse.

Banking and Economy - GIFT IFSC Expands Cross-Border Funding Activity

The International Financial Services Centres Authority highlighted the growth of banking activity at GIFT City IFSC. As on 31 August 2026, 20 IFSC Banking Units had sanctioned USD 54.02 billion under the Reserve Bank of India's special swap facility for FCNR(B) deposits, with about USD 52.82 billion disbursed.

During April-August 2026, IFSC Banking Units disbursed USD 11.62 billion in External Commercial Borrowings. Indian banks also raised USD 11.12 billion through bond listings on IFSC exchanges in the same period. An IFSC is a jurisdiction that provides financial services to non-residents and residents, to the extent permitted, in foreign currencies and global markets. IFSCA is the unified authority established under the IFSCA Act, 2019 to develop and regulate financial products, services and institutions in India's international financial services centres.

Economy - JCR Raises India's Sovereign Issuer Rating to A- With Stable Outlook

Japan Credit Rating Agency (JCR) upgraded India's long-term foreign-currency and local-currency issuer ratings by one notch from BBB+ to A-, while retaining a Stable Outlook. It also raised India's country ceiling by one notch to A.

A sovereign credit rating is an assessment of a government's creditworthiness and capacity to meet debt obligations. It is not a direct measure of an individual's credit score, nor does it automatically determine every domestic interest rate. JCR cited resilient growth, improving fiscal quality, a strengthened financial system and a robust external position. The development is useful for questions on rating agencies, sovereign ratings, external-sector confidence and the distinction between an issuer rating and a country ceiling.

Labour and Social Security - EPF Scheme 2026 Provides a One-Time Amnesty Window

The Employees' Provident Fund Organisation has sought applications under transitional Amnesty provisions in the Employees' Provident Fund Scheme, 2026. The provisions offer a one-time route for retrospective regularisation of eligible PF Trusts that are recognised under the Income Tax Act but do not have a formal exemption order under Section 17 of the EPF and MP Act, 1952 or Section 143 of the Code on Social Security, 2020.

The Scheme was notified on 29 June 2026 and the Amnesty window is valid for six months, up to 28 December 2026. The relief includes waiver of specified requirements such as minimum employee headcount, corpus size and the three-year compliance rule under the Code on Social Security. This is a targeted regularisation measure for qualifying PF Trusts, not a general amnesty for all employers or employees. After regularisation, an establishment may choose to operate as an exempt or unexempt establishment in accordance with the applicable rules.

Social Justice - PM-AJAY Uses Adarsh Gram and Grants-in-Aid Components

The Ministry of Social Justice and Empowerment reviewed the Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-AJAY), which promotes the socio-economic development of Scheduled Caste communities through integrated village development, livelihoods, skill development and essential infrastructure.

Its major components include development of eligible villages as Adarsh Grams, grants-in-aid for district and State socio-economic development projects, and construction or repair of hostels in higher educational institutions. The Adarsh Gram component uses need-based Village Development Plans and measurable socio-economic indicators. The release noted that a prescribed score of 70 out of 100 is used for the status. PM-AJAY should be connected with inclusive development and Scheduled Caste welfare, not confused with a rural employment-guarantee programme.

Awards - Tenzing Norgay National Adventure Awards 2024 Announced

The Ministry of Youth Affairs and Sports announced the Tenzing Norgay National Adventure Awards for 2024. The awards cover Land Adventure, Water Adventure, Air Adventure and Lifetime Achievement. They recognise endurance, risk-taking, teamwork and effective decision-making in challenging situations.

The awardees announced were Baljeet Kaur and Skalzang Rigzin for Land Adventure, Rimo Saha for Water Adventure and Shiv Prasad Chamoli for Lifetime Achievement. The President of India will confer the awards along with the National Sports Awards 2025. Each awardee receives a statuette, a certificate and award money of Rs 15 lakh. For examinations, remember that these are national awards for adventure activities and not sporting-performance awards such as the Khel Ratna or Arjuna Award.

International Cooperation - BRICS IP Offices Adopt Updated Operational Guidelines

The 18th Meeting of the Heads of Intellectual Property Offices of BRICS countries was held in New Delhi under India's 2026 BRICS Chairship. The meeting was hosted by the Office of the Controller General of Patents, Designs and Trade Marks under DPIIT, Ministry of Commerce and Industry.

As an outcome, the participating offices adopted Updated Operational Guidelines for result-oriented cooperation. Discussions covered reinforced patent-examination cooperation, patent analytics, geographical indications, traditional knowledge, traditional systems of medicine and proposed initiatives such as an IP awareness series and a FinTech Innovation Monitor. Intellectual property includes creations of the mind protected through legal instruments such as patents, trademarks, copyrights, designs and geographical indications. The meeting was about institutional cooperation among IP offices, not a new multilateral treaty creating global IP rights.

Science and Technology - NIELIT and Intel Launch Agentic AI Skilling Programmes

The National Institute of Electronics and Information Technology (NIELIT), under the Ministry of Electronics and IT, and Intel India organised a National Leadership Dialogue on workforce readiness for the Agentic AI era. Two programmes were launched: Agentic AI for Everyone and Engineering Agentic AI Systems.

The first programme introduces workflow automation, AI agents and multi-agent systems through no-code platforms. The second focuses on designing, building and deploying agentic AI systems, including architecture, tool integration, orchestration, memory and deployment through low-code and code-based approaches. Agentic AI generally refers to systems designed to pursue tasks through planning, tool use and coordinated workflows; it should not be treated as synonymous with every form of artificial intelligence. The development is relevant to digital-skilling policy and emerging AI terminology.
