Assam & Northeast — SDRF Advance for Flood-Affected States

The Ministry of Home Affairs announced an advance release of ₹2,117.85 crore from the Centre’s share of the State Disaster Response Fund (SDRF) for flood-affected States. The release supports immediate relief and response under the existing disaster-management framework. The official announcement also noted that Inter-Ministerial Central Teams (IMCTs) had been sent to Assam and Arunachal Pradesh to assess damage and requirements.

Assam was sanctioned ₹379.35 crore as its first instalment from the approved advance. Arunachal Pradesh received ₹44.55 crore. This is distinct from the State’s own flood-rehabilitation measures discussed in the previous edition: the present fact is about an advance release from the Union share of SDRF and the deployment of central assessment teams. Economy & Federal Finance — Advance Tax Devolution

The Union Government released an additional instalment of ₹1,09,019 crore to State Governments on 1 August 2026. It was released as an advance instalment, in addition to the normal monthly devolution scheduled for 10 August, to strengthen State finances for capital and developmental expenditure.

The official State-wise table records ₹3,552 crore for Assam. Arunachal Pradesh received ₹1,476 crore, while several other Northeastern States also appear in the distribution: Manipur ₹682 crore, Meghalaya ₹688 crore, Mizoram ₹615 crore, Nagaland ₹524 crore and Tripura ₹699 crore. A useful exam distinction is that tax devolution is a distribution of the net proceeds of Union taxes and duties to States; it is not the same as a centrally sponsored scheme or a disaster-relief grant.

Energy & Economy — July Coal Production and Dispatch

Provisional coal production in India reached 69.75 million tonnes in July 2026, compared with 64.88 million tonnes in July of the previous year. This represents 7.51% year-on-year growth. Coal dispatch was 86.33 million tonnes, up from 73.57 million tonnes, a growth of 17.34%.

The cumulative figures are also important: production during the period reached 302.24 million tonnes, while dispatch stood at 354.70 million tonnes, with cumulative dispatch growth reported at 5.87%. Coal India Limited recorded July production of 50.35 million tonnes, an 8.42% increase, and dispatch of 63.67 million tonnes, up 17.43%. Keep production and dispatch separate while revising: production concerns output, whereas dispatch concerns movement supplied to consumers.

Environment — Biodiversity Benefit-Sharing for Rice Resources

The National Biodiversity Authority (NBA) released ₹8.22 crore under access and benefit-sharing arrangements to three research institutions and 33 State Biodiversity Boards or Union Territory Biodiversity Councils. The payment relates to Indian rice varieties used by the international seed company Pioneer Overseas Corporation.

Of the total, ₹2.47 crore went to research institutions and ₹5.75 crore to Biodiversity Boards and Councils. Assam was among the top recipients and received ₹27,78,664. The examination hook is the principle: communities and institutions connected with biological resources should receive a fair and equitable share of benefits arising from their use. The NBA is a statutory body under the Biological Diversity Act, 2002 and works within the benefit-sharing framework associated with the Nagoya Protocol.

Polity & Social Justice — NAMASTE and the Fresh Manual-Scavenging Survey

The Government informed the Rajya Sabha that a fresh survey across all districts under the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013 found no manual scavengers. The Act prohibits the construction and maintenance of insanitary latrines and bans the employment or engagement of any person for hazardous manual cleaning of sewers and septic tanks.

The same update reported that 89,915 Sewer and Septic Tank Workers had been validated under the National Action for Mechanised Sanitation Ecosystem (NAMASTE) scheme. Launched during 2023–24, NAMASTE focuses on safety, dignity and welfare through mechanisation, protective equipment, occupational training, safety devices, health insurance and support for sanitation machinery. This is a useful polity-and-social-justice distinction: the MS Act is the statutory prohibition framework, while NAMASTE is the targeted welfare and occupational-safety initiative.

Social Justice & Governance — PM-AJAY Adarsh Gram Component

The Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-AJAY) is being implemented to promote the socio-economic development of Scheduled Caste communities. Under its Adarsh Gram Component, 47,328 villages have been selected across the country, including 435 villages in Telangana.

The component works through integrated village development and convergence of Central and State schemes. It monitors 50 socio-economic indicators across 10 sectors, including education. The release also recorded 3,28,131 identified development works and more than 1,10,51,213 identified beneficiaries; 46,642 works had been completed and benefited 47,59,399 people. Progress is updated on the PMAGY Portal. Revise PM-AJAY as a scheme for Scheduled Caste development and do not confuse the Adarsh Gram component with a general rural-housing programme.

International Relations — India–Rwanda Joint Trade Committee

The first session of the India–Rwanda Joint Trade Committee (JTC) was held in New Delhi on 30–31 July 2026. It created a structured and periodic mechanism to review bilateral commerce, diversify the trade basket, expand two-way investment and address logistical or market-access barriers. The Agreed Minutes were signed in New Delhi on 31 July, and the second session is to be held in Rwanda after one year.

The two sides identified priority cooperation in critical minerals, healthcare and digital technologies, along with agriculture and agro-processing, textiles, green mobility, digital public infrastructure, fintech, cybersecurity and renewable energy. Rwanda was described as a gateway to the East African Community, COMESA and the African Continental Free Trade Area. For revision, distinguish a Joint Trade Committee from a free-trade agreement: the JTC is a bilateral institutional mechanism for reviewing trade and coordinating cooperation.

Health & Youth — Project SARATHI Expansion Review

The Union Health Minister chaired a meeting to assess expansion of Project SARATHI across hospitals and medical institutions. The youth-led patient-assistance initiative was reviewed at PGIMER, Chandigarh, with a view to replicating it across Central Government hospitals and other healthcare institutions.

SARATHI uses trained youth volunteers for non-clinical support such as hospital navigation, wheelchair and stretcher assistance, guidance for diagnostic services and help during the patient journey. The initiative had mobilised more than 2,500 volunteers and contributed over 1.5 lakh service hours. A PGIMER study reported a 26% reduction in overall patient-navigation time for assisted patients. The proposed expansion includes orientation, training, coordination with MY Bharat and digital systems for volunteer registration, attendance and feedback. Volunteers support patients; they do not replace clinical or administrative staff.

Defence & Indigenous Technology — DSC A24 Launched

The Indian Navy launched DSC A24 (Yard 329) at Titagarh, Kolkata, on 1 August 2026. It is the fifth ship of the five-ship Diving Support Craft project. The craft has a catamaran-hull form, an approximate displacement of 300–400 tonnes and is designed under the Naval Rules and Regulations of the Indian Register of Shipping.

Diving Support Craft strengthen the Navy’s capability in diving support, underwater inspection, salvage assistance and coastal operational deployment. The release noted that 70% of the main and auxiliary equipment was sourced from indigenous manufacturers, linking the project to Aatmanirbhar Bharat and Make in India. The high-yield chain is project type → fifth ship → catamaran hull → diving and salvage roles → 70% indigenous equipment.

Science, Technology & Industry — Handloom Hackathon 2.0

The second edition of Handloom Hackathon 2.0 – “Weaving Innovations” concluded at the Foundation for Innovation and Technology Transfer at IIT Delhi. Organised with the Ministry of Textiles, it attracted more than 2,500 participants; 280 participants representing the top 100 shortlisted teams developed technology-driven solutions for the handloom sector.

The challenge areas included loom modernisation, design innovation, sustainability, market access and weaver livelihoods. Winning solutions were recognised across four themes: Weaver Livelihoods and Financial Inclusion; Market Access and Digital Integration; Sustainability and Environmental Impact; and Innovation in Design and Operations. The initiative demonstrates how technology, academia and industry can support traditional craft without treating heritage and innovation as opposing goals. The Indian Handmade Portal was also highlighted as an e-commerce platform enabling weavers to showcase and sell products globally without third-party intermediaries.
