Overview
The 24 October 2026 Daily Current Affairs edition focuses on three substantive developments: C-DOT's sixth Centre of Excellence at IIT (BHU), the institutional expansion of India's maritime-finance system, and proposed changes to the Periodic Labour Force Survey (PLFS). The article records the actual milestone and legal or operational status of each development.

Science and Technology - C-DOT's Sixth Centre of Excellence
The Centre for Development of Telematics (C-DOT), under the Department of Telecommunications, signed an MoU with IIT (BHU), Varanasi on 23 October 2026 to establish C-DOT's sixth Centre of Excellence (CoE). The CoE was also inaugurated after the MoU exchange.
The partnership is intended to connect academic research with real-world telecom requirements through joint research, technology development, knowledge exchange and capacity building. Its areas include 5G Advanced and 6G, very large-scale MIMO, integrated sensing and communication, AI-native communication networks and devices, quantum and post-quantum communication, cybersecurity and advanced wireless systems.
This is an institutional research and technology-development platform. It does not mean that a nationwide 6G network or a commercial quantum-communication service has already been deployed.

Economy and Maritime Infrastructure - SMFCL and the Maritime Development Fund
The Ministry of Ports, Shipping and Waterways reported on 23 October 2026 that Sagarmala Finance Corporation Limited (SMFCL) had opened its corporate office and was operating as India's first dedicated maritime-sector NBFC. As of 30 September 2026, SMFCL had sanctioned Rs 11,563 crore and disbursed Rs 5,107 crore.
The release also described progress under the Maritime Development Fund (MDF). Its Maritime Investment Fund component is to be managed by SBI Ventures Limited, while the Interest Incentivisation Fund component already has a live online portal and had supported loans of Rs 4,500 crore. About Rs 25 crore of interest subvention had been released.
The MDF is an institutional financing mechanism for maritime projects, including ports, shipbuilding, ship repair, coastal infrastructure and related connectivity. The release also describes a centrally managed credit-risk-cover corpus under the Shipbuilding Development Scheme. These are financing and institutional milestones, not claims that every supported project has been completed.

Reports and Indices - Proposed PLFS Changes from January 2027
The National Statistics Office (NSO), Ministry of Statistics and Programme Implementation, published a press note on 23 October 2026 inviting comments on proposed changes to the Periodic Labour Force Survey from January 2027. Fresh samples for the two-year 2027-2028 Panel 6 are proposed to be drawn from an updated sampling frame.
The proposal includes a separate Second Stage Stratum for digital platform workers, refinements to the sampling frame and modified sample-allocation criteria. It also proposes new survey questions on digital platform work and unpaid activities such as own-use production, caregiving, volunteer work and unpaid trainee work.
For the first three months of the transition, samples from the existing Panel 5 frame and the updated Panel 6 frame would be used together. Pooled monthly estimates would be presented, while relative standard error estimates would not be presented for those three months. The changes remain a proposal and concept note open for comments; they are not already implemented final survey rules.

Quick Revision Table
| Topic | Material milestone | Exact status | Key exam fact |
|---|---|---|---|
| C-DOT-IIT (BHU) CoE | Sixth C-DOT Centre of Excellence established at IIT (BHU) | MoU-backed research and capacity-building platform; not a deployed network | Focus includes 5G Advanced/6G, AI, quantum and post-quantum communication |
| SMFCL and MDF | Maritime-finance institution and fund progress reported on 23 October | Financing and institutional implementation milestone | SMFCL is a dedicated maritime NBFC; MDF has MIF and IIF components |
| PLFS changes | NSO invited comments on proposed Panel 6 and schedule changes | Proposal/concept note; not final or in force | Transition would combine Panel 5 and Panel 6 samples for three months |
Exam Focus
For science and technology, distinguish a Centre of Excellence and an MoU-backed research platform from deployment of a telecom network. For maritime economy, remember the difference between an NBFC, a fund manager, an interest-subsidy mechanism and a credit-risk cover. For official statistics, distinguish a consultation-stage PLFS concept note from a final survey methodology and note the proposed Panel 5-to-Panel 6 transition.

Source and Chronology Note
| Topic | Primary source | Source date/time | Material date | Exact status | Strongest objection | Decision |
|---|---|---|---|---|---|---|
| C-DOT-IIT (BHU) CoE | PIB release | 23 October 2026, 2:15 PM | 23 October 2026 | MoU signed and sixth CoE inaugurated for advanced telecom research | It is a partnership announcement, but it creates a named national research institution with strategic-technology scope and sustained capacity-building value | KEEP |
| SMFCL and MDF | PIB release | 23 October 2026, 8:48 PM | 23 October 2026; financial position as of 30 September 2026 | Maritime NBFC office opened; financing and MDF components reported | Some figures are progress data rather than a new policy, but the release establishes institutional roles and a concrete maritime-finance mechanism | KEEP |
| PLFS changes | NSO press note | 23 October 2026, 12:14 PM | 23 October 2026 proposal | Consultation-stage changes proposed for January 2027; not final | It is not yet implemented, but survey sampling, estimation and measurement changes have durable value for interpreting India's labour statistics | KEEP |
Previous Coverage and Rejected Candidates
The final edition files from 1 through 23 October 2026 were checked by institution, subject, action and material date. None of the three retained milestones appears in those editions. Earlier quantum-security, telecom, PLFS and maritime items were not reused as the same event.
| Candidate | Primary source | Rejection reason |
|---|---|---|
| Great Indian Bustard rewilding backgrounder | PIB 24 October releases | Backgrounder on a programme already covered in the 4 October edition; no new 24 October milestone established |
| 8th All India Conference of GRP Chiefs | Railways PIB release | Conference conclusions and coordination emphasis without a sufficiently distinct new policy or operational implementation milestone |
| Inland small-scale fisheries NPOA | Fisheries PIB release | Development phase only; the plan remains subject to consultations before public launch and implementation |
| C-DAC-Bank of India quantum MoU | MeitY PIB release | New but overlaps the recent quantum-security coverage and is a future-facing MoU; retained out to avoid repetitive technology questions |
| Domestic steel H1 performance report | Steel Ministry PIB release | Same subject and performance-report theme as the 6 October steel edition; no sufficiently distinct new milestone for this edition |
